The MINISTRY OF NATIONAL EDUCATION in Comoros from African region had released this tender for Expression of Interest are invited for Recruitment of a Firm in Charge of Auditing the Peps Project Accounts for the 2022-2023, 2024 and 2025 Fiscal Years The Ministry of National Education, Teaching, Scientific Research, Training and Professional Integration (MENERSFIP) has obtained support from the French Development Agency (the "AFD") to finance the cost of the PEPS Project. This project is implemented by the NGO Play International, which is the delegated contracting authority, plans to use part of this funding to make payments for the audit of the project for the fiscal years 2022-2023, 2024 and 2025. The objective of the audit of the Project accounts is to enable the auditor to express an independent professional opinion on the financial situation, procurement and internal control of the project and to ensure that the resources available to the project are used for the purposes for which they were granted. The project audit will be carried out in accordance with international standards and will include the tests and audit procedures as well as the verifications that the auditor deems necessary in the circumstances, in accordance with the terms of reference of the mission. Play International invites applications from consultants to provide the services described above. Interested Candidates must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have references of recent and similar services, experience in comparable missions, certificates of service rendered, certificates obtained, certificates of completion, etc. This Call for Expressions of Interest is addressed to independent auditing and chartered accountancy firms, with the habitual profession of auditing the accounts, regularly registered on the Roll of an Order of Chartered Accountants recognized internationally by IFAC. or FIDEF. Applicants may only submit one application. Interested Candidates must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have references of recent and similar services. The similar character of the references will be analyzed according to: - The size of the markets; - The nature of the Services: financial and accounting audit of externally funded projects; - Field and technical expertise: finance, procurement, internal control; - The geographical context: the Union of the Comoros, the Indian Ocean region, continental Africa. published on 29 May 2023.
