1- The Ministry of Energy and Hydraulics has received funding from the French Development Agency (AFD), and intends to use part of the amount of this to carry out the work construction of storage warehouses for E2C transport spare parts in Brazzaville and Pointe-Noire.
2. The Applicant's Services will be responsible for the construction works. As such, the companies will carry out the construction works of storage warehouses for transport spare parts for E²C in Brazzaville (ITATOLO) and Pointe-Noire (MONGO KAMBA 2).
3. The construction works of the storage warehouses subject of this Notice for Expression of Interest (AMI) concern the construction of four (04) full-storey buildings (02 warehouses, 01 administrative building and 01 sanitary block) as well as the outdoor facilities .
4. The Ministry of Energy and Hydraulics invites Candidates interested in this CEI to provide the Services described above.
5. This Call for Expressions of Interest is addressed to:

6. The eligibility criteria for AFD financing are specified in Article 1.3 of the "Guidelines for the Award of Contracts Financed by AFD in Foreign States", available online on the website of the AFD: http://www.afd.fr. Candidates must include in their file the signed Declaration of Integrity, the model of which is available on the same site.
7. Applicants may submit only one application in their own name or in Consortium. If a Candidate (including a member of a Consortium) submits or participates in several applications, these will be eliminated. On the other hand, the same Subcontractor may participate in several applications.
8. If the Candidate is constituted as a Consortium, the Expression of Interest must include:
- a copy of the Grouping Agreement entered into by all of its members,
or
- a letter of intent to form a Grouping, signed by all of its members and accompanied by a copy of the proposed Grouping Agreement.
In the absence of this document, the other members will be considered as Subcontractors. And, the references and qualifications of the Subcontractors are not taken into account in the evaluation of the applications.
9. Interested Candidates must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have an up-to-date administrative and tax file, references of recent and similar services (brochures, recent justified references concerning the execution of similar contracts, experience in similar conditions, financial capacity, etc. …).
10. The similar nature of the references will be analyzed according to:
- The size of the markets;
- The nature of the Services: detailed technical studies, site supervision, control of environmental and social risks;
- Domain and technical expertise in structural design, civil engineering and site monitoring;
- The geographical context: experience in tropical areas and in particular in sub-Saharan Africa.
11. The candidate will also examine the relevance of the Expressions of Interest with regard to the following criteria:
- At least five (05) experiences in construction works (construction works) in the building sector;
- Completion of at least three (03) contracts for similar services in volume over the past ten (10) years;
12. The Ministry of Energy and Hydraulics will draw up a shortlist of a maximum of six (6) Candidates, pre-selected on the basis of the applications received, which it will send the Tender Dossier for the performance of the required works. .*
13. Expressions of Interest must be submitted in paper format, in French, in five (05) copies including one original, accompanied by a digital version (PDF) on USB media, no later than 07/28/2023 , at the address below:
