Creation of a new electronic system of the Croatian Science Foundation for submitting project proposals, managing and monitoring funded projects

The Hrvatska zaklada za znanost in Croatia from Europe region has released this tender for The subject of the procurement is the development of a new electronic system of the Croatian Science Foundation for the application of project proposals, evaluation and monitoring of funded projects. The Croatian Science Foundation (HRZZ) as the Client is the central national organization for the financing of scientific, higher education and technological programs and projects in Croatia. Every year, the HRZZ announces a series of tenders for support for scientific research, which ensures stable financing of research groups dealing with internationally and/or nationally significant scientific issues that create new and improve existing knowledge through basic, applied or developmental research. In order to ensure the selection and financing of the best projects, the HRZZ has developed a procedure for evaluating project proposals based on the internationally accepted practice of peer review, in which scientists from Croatia and abroad participate. The procedure for applying to HRZZ tenders, evaluating and selecting project proposals and monitoring the implementation of contracted projects is carried out through the Electronic System for Project Application and Monitoring (hereinafter: EPP System). The existing EPP system was created in 2011 and has been upgraded several times over the years. The total server space it currently occupies is ~720 GB. The total number of active registered users in the system is 21,875, while on an annual basis, around 7,000 users in various roles and around 30 HRZZ employees work with the system. However, in addition to the above, it is necessary to build a new modular system that the Client can independently adapt to the type of tender, the type of evaluation procedure and the users involved. The system must enable the Client to select from predefined elements the elements that will be used in a particular tender period (e.g. criteria for checking the eligibility of applicants, cards or forms that the user fills in, mandatory fields, documentation to be uploaded, etc.).
