The County Road Administration in the Dubrovnik-Neretva County in Croatia from Europe region has released this tender for The subject of the procurement includes the "Reconstruction of the county road ŽC 6224 from km 1+970 to km 11+740 (Phase I)" of the investor Dubrovnik-Neretva County Road Administration and works on the project "Račišće Agglomeration, Račišće Wastewater Drainage System - Phase I" and "Wastewater Drainage of the Settlement of Žrnovo - Phase 1" of the investor NPKLM vodovod doo Korčula. 1. The project envisages the reconstruction of the section of the county road Ž6224 (Korčula-Račišće) from the intersection with the state road D118 to the settlement of Račišće, approximately 11+740 km long. The project is divided into three phases. The subject of this public procurement procedure is phase 1 from st. 1+970.00 to st. 11+740.00. The road stretches predominantly in the east-west direction from the town of Korčula to the town of Račišće. The main objective of the project is the complete reconstruction of the relevant section of the county road Ž6224, an adequate solution to the existing connections, a thorough reconstruction of the roadway, solving the road drainage problem, protecting/relocating the existing utility infrastructure, building a new public lighting system, building the necessary retaining and coastal walls, arranging parking and rest areas along the route, as well as building a new continuous sidewalk along the roadway. The length of the roadway within phase 1 is approximately 9+770.0 km. The works are being carried out according to the existing building permit: CLASS: UP/l-361-03/19-01/000327, REG. NUMBER: 2117/1-23/2-5-20-0010 dated 6.5.2020, CLASS: UP/l-361 -03/21 -01/000202, REG. NUMBER: 2117/1-23/2-5-21-0006 dated 15.06.2021. The building permit is being amended, requesting a building permit for phase 1, which is the subject of this procurement and the subject of EU funds provided, from point 1+970.00 to point 11+740.00. The dynamics of the work execution is according to the dynamics of resolving property law issues: Cadastral Municipality Pupnat, Cadastral Municipality Račišće, Cadastral Municipality Žrnovo and part of the maritime domain. The responsible party is the Client - County Road Administration in the Dubrovnik-Neretva County. 2. The project envisages works on the project "Agglomeration Račišće, wastewater drainage system Račišće - Phase I" and "Wastewater drainage of the settlement Žrnovo - Phase 1" of the investor NPKLM vodovod doo Korčula. The works are being carried out according to the building permit CLASS: UP/I-361-03/23-01/000049, NUMBER: 2117-23-2/5-23-0020 dated 3.8.2023. and CLASS: UP/I-361-03/22-01/000219, NUMBER: 2117-23-2/5-23-0029 dated 19.01.2023. The project holder for this part of the project is NPKLM vodovod doo Korčula. The works in question are being carried out according to the Cost Schedule which is an integral part of this Procurement Documentation. The works have been combined into one public procurement procedure due to their spatial and temporal connection and more efficient coordination of execution. The client did not divide the subject of the procurement into groups because the reconstruction of ŽC 6224 (Phase I) and the works on the drainage systems of Račišće and Žrnovo, according to the place and time of completion, form a single technical and implementation unit: they are being carried out in the same area, and require the coordination of all types of construction works. Both projects are being carried out in the same cross-section of the road,so they can be constructed operationally by one contractor, while two contractors on the same section would slow down or prevent the execution of the works, with the risk of mutual interference and shifting responsibility for the deadline and quality. One contractor ensures the coordination of dynamics, single responsibility and more economical organization of the construction site. Market competition is not restricted because these are common civil engineering works carried out by a wide range of economic entities in an open procedure with proportionate capacity requirements, with joint bidding and subcontracting permitted, which enables the participation of small and medium-sized enterprises.
