Tender Summary

The Institute of Postgraduate Education in Health Care in Czech Republic from Europe region had released this tender for The purpose of this above-the-limit public contract for supplies awarded in a negotiated procedure with publication pursuant to the provisions of Section 60 et seq. of the ZZVZ is to conclude a contract for the supply and provision of operation, maintenance and development of a comprehensive information system for an item bank of test tasks (hereinafter referred to as the "Item Bank"). The aim of the solution is to replace the existing fragmented records with a modern, secure and centralized digital platform that will ensure high quality and transparency of testing processes. Main functional units and modules: The supplied software must cover the complete testing life cycle through the following modules: 1. Module for preparing and reviewing test tasks - the life cycle begins with the creation of test tasks, which authors create and send for verification among reviewers and, if applicable, a guarantor in the given field. When preparing test tasks, authors will be able to use artificial intelligence. 2. Module/bank of test tasks – after the test task is approved, it is included in the pool of approved tasks, from which it is then possible to select items for the tests, check psychometric data (if the task has already been used in the test) or, if necessary, call up the option to revise the question again. 3. Module for creating tests – based on the input, the user selects suitable questions for the test from the list, while again using artificial intelligence, which, for example, checks the suitability of the test and possibly warns about the redundancy of questions or questions that explain each other. 4. Module for testing – here the user selects the created test that he wants to share in the form of testing with selected candidates. After the test is completed, the module evaluates and analyzes the test and individual questions. Information from the analysis of partial questions is written back to the bank of test tasks for possible reassessment. Use of artificial intelligence (AI): A key part of the solution is the integration of artificial intelligence elements, which will serve to support authors in creating questions, predict difficulty, identify duplicates or logical contradictions in tests, and optimize the structure of test sets based on historical data. Technical and security requirements: • Interoperability: The system must have an open interface (API) for connecting to university systems, healthcare facilities, and e-learning platforms. • Security: The solution must meet cybersecurity and GDPR standards, including two-factor authentication (MFA), data encryption (at rest and in transit), and detailed audit logging. • Infrastructure: The scope of delivery also includes the delivery of appropriate hardware equipment (servers, disk storage) and network elements necessary to ensure high availability and redundancy of the system. The performance also includes integrating the system into the client's existing ICT infrastructure, training individual user roles (administrator, author, reviewer, analyst) and ensuring technical support during the project's sustainability period. with tender notice no. 669406-2026 published on 30 Sep 2026.
