Tender Summary
The Olomouc Region in Czech Republic from Europe region has released this tender for The subject of the public contract is the preparation of project documentation, within which the client requests to solve the 2nd stage of the realignment of road II/366, the purpose of which is to divert transit traffic arriving from Plumlov outside the city center of Prostějov. The bypass route is located in an undeveloped area in the northwestern part of the city of Prostějov and will then lead through the cadastral area of the municipalities of Smržice and Mostkovice and is in accordance with the Principles of Territorial Development of the Olomouc Region. The beginning of the bypass is designed at the location of the currently implemented roundabout on Za Kostelecká Street, which is part of the construction of the north-eastern bypass of the city of Prostějov. From the roundabout, the bypass route leads northwest to road II/37760, which it subsequently copies with slight adjustments to the radii of the directional guidance in accordance with ČSN 73 6101 up to the area of the existing junction of road II/150 with road III/37762 and road III/37760 at the cemetery and park with solar panels near Mostkovice, where it will end with a new junction (variant 3 in the Exploration Study). In terms of the extent of the conflict with the urbanized environment, the area of interest is favorable to the built-up area, the route adjoins only at the end at the connection to the existing road II/150, at a distance of approximately 140 m. The conflict with technical equipment occurs only at the end of the route at the connection to the existing road II/150. The conflict with utility networks will be resolved by relocation. The drawings of the course of the existing networks were entered into the situation according to the documents from their administrators and their impact was determined. The bypass route, except for the connection to road II/150 at the end of the route, is the same for all variants. The route was designed according to the valid ČSN 73 6101 and 73 6102. The road is designed in category S7.5/90. The lane width is designed to be 3.25m, the width of the guide strip is 0.25m, the width of the paved shoulder is 0.50m. The transverse slope is 2.50% on the entire bypass route. On the shoulder of the junction towards Prostějov, the slope is 4.00% according to table 9 of ČSN 73 6101. The current situation is such that all traffic is routed along road II/150 (Plumlovská Street) towards the city center, or part of the vehicles turn towards Držovice and the surrounding villages along the existing sil. III. class. From the beginning of the route after km 1.700, the bypass route is led along agriculturally used land. Then the route copies the existing sil. III/37760 and at the end it connects to the existing sil. II/150 using a junction. At the beginning of the route, the bypass connects to the already built northeastern bypass of Prostějov and continues until km 1.500, where it crosses sil. III/37762. At this point, a level crossing will be created (according to the traffic model, which is appropriate to implement after the construction of the northeastern bypass, it will be determined whether it will be a descent or an intersection). From this point, the bypass copies the existing sil. III/37760 with slight directional changes and at the end it connects to the existing sil. II/150 at the cemetery using a junction (variant 3). The proposed variant has separate lanes for right and left turns from the bypass to Prostějov and in the opposite direction from Prostějov to the bypass. At the junction of the bypass with the existing road II/150, the connection of road III/37761 to road II/150 will be cancelled. The existing road III/37761 will be reclassified as a local road and a turning point is proposed at its end before the current connection to road II/150 (between photovoltaic panels and the cemetery). Road III/37760 will also be converted into a local road, which will be interrupted (by reclamation) in the area between the cemetery and the existing water reservoir, so that it will not be possible to drive onto the existing road II/150. A turning point is also proposed at its end. An exit is proposed from the existing road II/150 to service the water reservoir and adjacent plots. Furthermore, a barrier railing will be installed on road III/37762 behind the bridge over the Hloučela River, preventing the passage of passenger vehicles over this bridge. The road on both sides of the bridge will serve as a service area for the surrounding land on which new development is planned. The bridge will be passable for cyclists. The area also includes networks of technical equipment of the area - power lines (VVN), communication lines and gas pipelines. The processing of project documentation at the DSP and DPS stages will include the relocation of engineering networks. A two-sided tree alley will be designed along the bypass. The contractor will evaluate future waste and propose a method for its maximum possible reuse in the construction, or its recycling (transport to a recycling landfill) or its removal (transport to a landfill). The expected investment costs are CZK 231 million excluding VAT. The project documentation at all stages will be processed using the BIM method, i.e. including the processing of the building information model (IMS) and information containers. A detailed specification of the binding requirements for the use of the BIM method is given in the documents: BIM protocol including its annexes: 1. Exchange of Information Requirements (EIR), 2. (Preliminary) BIM Implementation Plan. The processing of the project documentation at the DSP and DPS stages will include the relocation of utility networks.
