The PEEBA aims in particular to: - reduce the consumption of around ten buildings that consume large amounts of energy; - promote the development of a sector in the field of energy efficiency (EE); - reduce greenhouse gas emissions; - set up a revolving fund to invest part of the savings generated by the project in new energy efficiency operations in the built heritage of the administration of Djibouti. The preliminary study, carried out by the TERAO/BURGEAP study office, analyzed the energy situation of the State's built heritage and, for the pilot buildings chosen during this first phase, carried out an in-depth energy diagnosis accompanied by recommendations and an improvement program. It is important to specify that the list of pilot buildings is likely to undergo certain changes. Thus, other buildings could potentially be added on which the potential studies will have to be carried out. Similarly, certain buildings on this list may be excluded (structural issues on buildings, planned works which must precede energy efficiency actions, etc.). Following these studies, the Program was built around three components: - Component 1 - Investments, control and monitoring of works: implementation, depending on the building, of measures such as insulation of the roof, replacement of air conditioners, clear coating on the walls and installation of solar panels on the roof. Works control and monitoring will be carried out by a specialized firm recruited and financed by the project. - Component 2 - Technical assistance, capacity building, communication: financing of technical assistance to support the contracting authority in the procurement process and the performance of project-specific services (monitoring of consumption, revolving fund , strengthening of the regulatory framework, etc.); Financing of a consulting engineer to strengthen the knowledge, skills and tools of public entities in the field of energy efficiency, in order to facilitate the development, implementation and compliance with existing strategies and legislation concerning the control of energy. Implement an awareness campaign aimed at staff, building users and professionals in the trade, both public, private and civil society, - Component 3 - Establishment of the revolving fund to sustain the energy renovation process for public buildings. It will be supplemented by the savings made on the energy bills of the buildings concerned by the investment. Then, it will be used to finance the activities necessary for the duplication of the project on other public buildings in the country. Technical assistance will focus mainly on component 2 but may intervene, to a lesser extent, on the other two components. Its tasks will be to: - assist the Djiboutian actors on a daily basis in carrying out the project's tasks; - support the final selection of buildings benefiting from the Program; - prepare the ToR and the BDs of the office responsible for controlling and monitoring the works of component 1 and of the various service providers of component 2 and 3 and facilitate the evaluation of offers; - Conduct capacity building actions mainly for public entities; - supporting the implementation of an awareness and communication campaign aimed at staff and users of public buildings.
