Specific Procurement Notice are invited for Construction of 3 Regional Bsl2 Level Laboratories Works Bid closing date: Aug 28, 2023 2:00 PM Bid opening date: Aug 28, 2023 2:30 PM Region: Addis Ababa Bid document price: 1000.00 ETB or its equivalent amount in easily convertible currencies Bid bond: 500,000.00 ETB or its equivalent in an easily convertible currency The Ministry of Health now invites sealed Bids from eligible Bidders under the Category of GC/BC-3 and above to submit a Bid for the Construction of 3 Regional BSL2-level laboratories Works. The building to be constructed has secured land in Ethiopia in Three different locations at Dembidollo, Humera, and Maichew, Bidders who wish to participate in this bid should have past specific experience as Prime Contractor, Management Contractor, Partner in a Joint Venture, or Subcontractor, in at least One Health Facility building with minimum two-story (G+1) with a minimum value of a project cost of at least ETB 100 Million Birr within the last 5 years (Starting from 1 January 2018 up to application submission deadline) for one contract and ETB 60 Million for two contracts that have been successfully or substantially (80%) completed and that are similar to the proposed Works. The intended construction period to complete the work is 545 calendar days. The bidder should have a minimum average annual construction turnover of ETB 120 Million or equivalent conversion in USD in which the Exchange rate prevailing on the day of bid opening within the last 5 (Five) years, divided by 5 years. The bidder should have a minimum average annual construction turnover (AACT) of ETB 120 Million. If the bidder participates in two Lots, AACT shall be ETB 240 Million & for 3 Lots ETB 360 Million or equivalent conversion in USD in which the Exchange rate prevailing on the day of bid opening within the last 5 (Five) years, divided by 5 years. The Bidder shall also demonstrate that it has access to, or has available, liquid assets, and lines of credit, sufficient to meet the construction cash flow requirements estimated as Ethiopian Birr 30 Million; For 2 Lots: ETB 60 Million; For 3 Lots: ETB 90 Million or equivalent conversion in USD in which Exchange rate prevailing on the day of bid opening. The margin of preference shall not be applicable.\ A complete set of the bidding document in the English language may be purchased by interested eligible bidders at the address given below and upon payment of a non-refundable fee of Ethiopian Birr 1000,00 (one thousand birr) or its equivalent amount in easily convertible currencies to Commercial Bank of Ethiopia Ministry of Health account number 1000000984877. The method of payment will be in cash. The document will be given to the applicants arriving at our premises in person. Bids must be delivered to the address below on or before August 28, 2023, @ 2:00 pm. Electronic bidding will not be permitted. Late bids will be rejected. The technical and financial Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who chooses to attend at the address below on August 28, 2023, @ 2:30 pm. All bids must be accompanied by a Bid Security amounting to 500,000.00 (Five Hundred Thousand Birr) for one lot or site, or its equivalent in an easily convertible currency Bid Security must be in the form of either CPO or Bank Guarantee from a recognized local Banks. Insurance Bonds and bid security declarations are not acceptable.
