Tenders are invited for Procurement of Construction of Fecal Sludge Treatment Plant for Asella Town B. Average annual construction turnover: The Bidder shall demonstrate a minimum Average annual construction turnover of ETB 115.00 million calculated as total certified payments received for contracts in progress and/ or completed within the last five (5) years. C. Specific Experience: The Bidder shall demonstrate that it has successfully completed: (i) 1 (one) contract within the last 5 (five) years prior to the bid submission deadline, with a value of at least ETB 115.00 million, OR (ii) Two contracts each of minimum value ETB 57.00 million, that have been successfully and substantially completed and that are similar in nature and complexity to the assignment under the Contract supported with the names of the clients, types, and value of the contract. There are also additional requirements provided in the bidding document. 5. Bidding will be conducted through the National Competitive Bidding (NCB) Procedure as specified in the World Bank's Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by the World Bank Borrowers January 2011 revised July 2014, (Procurement Guidelines"), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest. 7. A complete set of bidding documents in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of ETB 700.00 (ETB Seven-Hundred). The method of payment will be direct deposit to Oromia Water & Energy Bureau Adera Account No. 1000007342032, or direct cash payment to the counter cashier at the Oromia Water and Energy Bureau. The document will be collected in hard copy. 8. Bids must be delivered to the address below on or before June 14, 2023, at 2:00 p.m. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below on June 14, 2023, at 2:30 p.m. (Immediately after the deadline for submission of bids). 9. All Bids must be accompanied b; a Bid Security of ETB 1,400,000.00 (Ethiopian Birr one Million four -Hundred Thousand only) or equivalent in freely convertible currency from a reputable source from any eligible country in the form of unconditional Bank Guarantee from recognized Banks using the form in Section 4 of the bidding document or in the form of Cashier Payment Order (CPO).
