Establish baseline environmental and social settings of the Subproject investment influence area. Establish legal and institutional frameworks under which the Subproject is implemented and operated. Identify beneficial and adverse environmental and social risks and impacts of the Subproject during preparation, implementation and operation periods. Asses cumulative impact/ total effect, including direct and indirect, on a given project-affected area or human community. Propose suitable, practical, and site-specific enhancement and mitigation measures to avoid, reduce, mitigate, and compensate/ offset the identified impacts with operational details. Conduct meaningful stakeholders consultations and analyses to capture the Subproject affected people and parties' aspirations, concerns, and recommendations towards the planned interventions. Carryout alternative analysis and compare various Subproject planning and design options in terms of their environmental and social consequences. Develop environmental and social management and monitoring plans with institutional arrangements, human resources, and budget requirements. Develop specific environmental and social requirements and procedures to be included in the contractor's contract documents. 5.
