Ifc’S Ppp Transaction Advisory Department has been Engaged by the Government of Ethiopia to Support the Implementation of up to 275 Mw of Grid-Connected Wind Installations at Two Sites (Aysha Iii in Somali Regional State and Debre Birhan in Amhara Regional State) on a Ppp Basis. Ifc Intends to Engage a Consultant to Provide Consultation and Facilitation Services in Relation to Free Prior Informed Consent (Fpic) for the Aysha Iii Site. The Objective is to Reach a Framework Fpic Agreement with the Affected Community; Which will be Included in Bidding Documents for Project Developers to Serve as a Basis for the Final Fpic Negotiations to be Undertaken by the Winning Developer. Services will be Delivered for the Most Part at the Project Site and will Include:1.Initial Community Engagement; Capacity Building; And Establishment of an Fpic Negotiation Committee within the Community;2.Work with a Local Committee in Charge of Fpic Negotiations;3.Preparation and Signature of an Fpic Framework Agreement with the Affected Community.
