The ETHIOPIAN ELECTRIC POWER (EEP) in Ethiopia from African region had released this tender for Expression of Interest are invited for Consulting Firm for Project Supervision and Management. The project includes: (i) construction of 158 km of 400 kV transmission lines, initially to be operated at 230 kV level, from Hurso to Jijiga through Harar substation, (ii) construction of 206 km single circuit 132kV transmission lines from Deghabur to Kebridehar through Birkot, 2.77 km double circuit 132 kV lines, and 3 km double circuit 66 kV to replace the existing single circuit 66 kV line from Harar III to Harar II substation, (iii) construction of two new 230 kV substations (Harar IV 230/132/33/15 kV, Jijiga II 230/132/33/15 kV) and extension of Hurso 230 kV substation, (iv) construction of two new 132 kV substations (Fafem 132/33 kV, Birkot 132/33 kV), extension of two existing substations (Deghabur and Kebridehar); and upgrading of existing three substations (132 kV Jijiga, 132 kV Harar III and of 66 kV Harar II substations), (v) project supervision and management including capacity building; and (vi) implementation of Environment and Social Management Plan and Resettlement Action Plan; and Gender Action Plan. The consultancy services included under this contract are: i. Assisting the project Executing Agency (Ethiopian Electric Power, EEP) in the bidding process including the review and finalize pre-qualification documents, tender documents, bid evaluation and contracts negotiations, ii. Review and approval of detailed designs and construction materials & plant equipment, EPC contractors’ construction procedures and technical reports, supervision of constructions works, ensuring the Executing Agency obtains economic solutions of high technical standards and that the overall project is implemented in an efficient manner, with the agreed contracts amounts and completed within the expected timeframes of the project. iii. Participate in the Factory Acceptance Test (FAT) for important equipment, if needed. iv. Supervision of the implementation of Environmental and Social Management Plan (ESMP). v. Training and technology transfer vi. Provide full support to the Executing Agency during test and commissioning and the defect liability period, and preparation of all project reports required by the Bank.
