The Oulun kaupunki in Finland from Europe region has released this tender for Oulun Tilapalvelut -liikelaitos and the City of Oulu are requesting a tender for vehicle fleet maintenance and repair services for the contract period 1.1.2027 - 31.12.2028. The contract can be extended for two one-year option periods: 1.1.2029–31.12.2029 and 1.1.2030–31.12.2030. The customer decides on the implementation of the option by a separate decision. The service provider will be notified of the implementation of the options no later than three months before the end of the contract period. The fleet is divided into five (5) maintenance and repair service areas in accordance with the tender forms. 1. Passenger cars, vans and light trucks. Procurement value approximately 25 thousand €/year. 2. Trucks and special vehicles. Procurement value approximately 35 thousand €/year. 3. Wheeled machinery, tractors and special tractors. Procurement value approximately 50 thousand €/year. 4. ATVs, off-road vehicles, snowmobiles. The value of the purchase is approximately 20 thousand euros/year. 5. Additional equipment: Trailers, plows, sanders, brush equipment, mowers, washing truck covers. The value of the purchase is approximately 20 thousand euros/year. The estimated total value of the purchase excluding VAT is approximately 600,000 euros, including the actual contract period and option periods. The estimate does not constitute a fixed purchase obligation for the customer. The comparison criteria for the tender and the prices offered: 1. Regular maintenance price, given using Excel tender forms. 2. Hourly price for repair work, entered directly in Cloudia without Excel. 3. Spare parts importer price minus discount %, entered directly in Cloudia without Excel. The comparison criteria are described in more detail in the section Criteria for the object of the purchase. The weightings per sub-area vary depending on the object of the purchase. The prices offered must include all costs incurred in providing the service, including possible mileage, travel, accommodation, daily allowance, overtime, delivery, invoicing and office costs, including tools, waste charges and small supplies surcharges. The procurement will be implemented as a framework agreement in order of priority. The procurement does not apply to warranty services, car washes or the City of Oulus leasing equipment.
