The Akaan kaupunki in Finland from Europe region has released this tender for BACKGROUND AND PURPOSE OF THE PROCUREMENT The City of Akaa (hereinafter also referred to as the “procurement entity”) is inviting tenders for a project development partner for the comprehensive development of the Toijala station area. The procurement will be implemented as a negotiated procedure as described in more detail below. The procurement does not include the construction of the underpass or other sites belonging to the project. However, the project development partner has the right to acquire control of a plot or other area intended for third parties not included in the municipalitys operations, if the project development partner has, as part of the project development task, prepared the site for feasibility and acquired a third party approved by the municipality as the implementer, user or other operator for the site. The project development partner may then promote the implementation of the facilities, buildings and operations located on the site as further specified in the final call for tenders and the agreement to be made with the project development partner. OBJECT OF THE PROCUREMENT The object of the procurement is the Akaan Toijala station area project development partnership. The project development partner is responsible for the development, coordination and preparation of the station area project in accordance with the objectives of the City of Akaan. The project consists in particular of coordinating the land use of the station area, the citys own space needs, commercial services and other functions not included in the municipalitys functions, possible housing and service housing, parking and connection traffic arrangements and the underpass solution for the Toijala railway yard. The citys initial space needs include, among other things, a space complex consisting of administration, a library, an upper secondary school and meeting and service facilities. The aim is to implement commercial services and other functions serving the space needs of operators outside the municipality in the station area. In accordance with the cooperation agreement between the city and Kesko, the aim is to locate a Kesko grocery store project complex in the station area, the initial scope of which is approximately 3,000–8,000 m². The project development partners task is to coordinate Keskos project as part of other development in the station area, land use, traffic and parking arrangements, and the needs of the city and other operators that may locate in the area.The project development partners tasks include project development expert and coordination tasks, station area planning, coordination of other project planning and survey tasks, general design of the Toijala railway yard underpass, and preparation of feasibility, phasing, financial and contractual solutions for the project. The procurement does not include the construction of buildings, public areas, traffic arrangements or the underpass in the station area. However, the project development partner may have the right to acquire plots or areas from the city for the needs of new third parties that it has acquired and committed during the project development phase and that are not part of the municipalitys operations. The more detailed principles and conditions for the transfer of plots or areas, the potential implementation responsibility of the project development partner and the implementation of the sites will be defined in the final call for tenders and in the agreement to be concluded with the project development partner.
