The procurement will be implemented as a direct procurement in accordance with the Procurement Act (1397/2016). The basis for the direct procurement is that, for technical reasons or reasons related to the protection of exclusive rights, only a specific supplier can carry out the procurement; an additional condition is that there are no reasonable alternative or substitute solutions and the lack of competition is not due to an artificial narrowing of the procurement conditions (Procurement Act, Section 40, Subsection 2, Paragraph 2). NeIC is a joint Nordic initiative aimed at promoting the development and operation of the electronic research infrastructure (e-infrastructure) of the Nordic research communities. From 2012 to 2024, NeIC operates in connection with NordForsk, which funds and promotes Nordic research and research infrastructure cooperation throughout the Nordic region, and was thus part of NordForsks operations. The joint initiative was regulated by a Memorandum of Understanding (MoU) signed in April 2013, which defines the governance model and operational framework of the Nordic e-Infrastructure Cooperation (NeIC). With the agreement signed in 2025, the management of NeIC was transferred from NordForsk to CSC – Science Information Technology Centre Ltd, and the governance model and operational framework of the new organization were defined in a cooperation agreement between the Nordic e-infrastructure provider organizations. The parties agreed that, based on the decision made by the NeIC Strategic Committee on 11 June 2026, the cooperation agreement will end on 31 December 2026. Vilma Häkkinen has acted as the coordinating party of the cooperation since the beginning of the cooperation agreement, responsible for its administrative, financial and communication implementation, as well as the ownership and overall management of one NeIC project. He also worked in administrative and coordinating tasks when NeIC was part of NordForsk. Due to the termination of the cooperation agreement, it is necessary to ensure the controlled coordination and completion of the remaining NeIC projects (CodeRefinery, NordIQuEst and Puhuri) and the controlled shutdown of NeIC operations. The task set includes project management of the entire NeIC entity, including administrative, financial and communication tasks and responsibilities related to project ownership. The task requires strong knowledge of NeICs operating models, processes and collaboration networks as well as experience in handling invoices from partners and stakeholders and other financial management issues. The need is for the period 1.1.-31.12.2027 and, if necessary, for the extension period 1.1.-30.6.2028. Ensuring continuity of competence is essential for the controlled completion of projects and the proper termination of NeIC operations. Introductory training of new suppliers and/or individuals to NeICs operating models, contract structures, partner network, would require significant work input into financial processes and ongoing projects. In addition, the costs and workload of conducting the tender, induction and transition phase would exceed the benefits, taking into account the remaining contract period and the nature of the task. with tender notice no. 695262-2026 published on 08 Oct 2026.
