The City of Äänekoski / North Central Finland Employment Region in Finland from Europe region has released this tender for The North Central Finland Employment Region invites offers for labour training in accordance with this call for tenders and its annexes and the procurement notice published in the HILMA announcement channel, Chapter 7 of the Employment Services Organisation Act (380/2023), which is expected to start around the end of 2026. The call for tenders and its annexes are binding on the tenderer in all respects. The procurement will be implemented as a framework agreement. A maximum of one service provider will be selected for the framework agreement per sub-area. Selection for the framework agreement entitles the service provider to receive training orders placed by the client during the contract period, but does not entitle the service provider to a predetermined training volume or the value of the procurement. The procurement consists of two (2) main themes, which are put out to tender as a separate sub-set in the call for tenders. These main themes are: - Mechanical and production technology - Process industry The procurement volume is a total of 2,500 student working days (OTP) during the contract period. The training will be paid for according to the actual student working days. The procurement also includes a performance bonus. The estimated contract period for the procurement is 1 December 2026 - 31 December 2027. The procurement includes an option for two (2) one (1) year contract periods within three (3) years from the date of the original procurement contract. The customer decides whether to implement the option. The service provider is notified of the implementation of the option no later than three months before the start of the option period. If necessary, an additional purchase can be agreed upon in the procurement, which is a maximum of 50% of the value of the original procurement. The additional purchase can be used in each contract period to exceed the number of student work days or for continuing education courses that began during the contract period (so-called tails). The procurement quantities presented in the request for tender are estimates and do not constitute a specific purchase obligation for the procurement entity.
