Call for market dialogue and prior notice to shorten deadlines, procurement of passenger transport ride-hailing service

The Satakunnan hyvinvointialue in Finland from Europe region has released this tender for This is a request for information, the purpose of which is to collect and share information for future procurement and to enable dialogue between the contracting entity and potential bidders. The subject of the procurement is a passenger transport ride-sharing service for the Satakunta welfare area. The ride-sharing centre receives, combines and forwards travel orders from the subscriber and its transport service customers. In addition, the service to be procured includes transport monitoring, reporting, financial management and compilation of invoicing information. The contracting entity would also like to hear from operators on alternative ways of implementing the service and the procurement package. All services will be carried out in Finnish. The Satakunta welfare area currently has a valid contract for the procurement of a ride-sharing service. The option period of the contract begins at the beginning of 2027, after which the contract is valid until further notice, with a six-month notice period. Approximately 418,000 rides are provided in the Satakunta welfare area annually. Operators participating in the market dialogue are required to have sufficient knowledge and experience in producing a similar service. Experience from the last two (2) years in a service where at least 100,000 rides of a similar type have been provided/year is considered sufficient. A statement of the reference (subscribers, scope and date of the contracts) must be provided when registering for the market dialogue. The possible reference requirement for the request for tender may be changed. The market dialogue is intended to discuss, among other things, the implementation options and content of the procurement. The statutory tasks of the Satakunta welfare area are the organization of social and health care and rescue services. The welfare area serves the entire Satakunta area (Eura, Eurajoki, Harjavalta, Huittinen, Jämijärvi, Kankaanpää, Karvia, Kokemäki, Merikarvia, Nakkila, Pomarkku, Pori, Rauma, Siikainen, Säkylä and Ulvila).
