Call for market dialogue: Framework agreement on road maintenance expert services

The Finnish Transport Agency in Finland from Europe region has released this tender for The Finnish Transport Infrastructure Agency is preparing to put out to tender a new framework arrangement for road maintenance expert services. The current framework arrangement for road information and maintenance expert services 2024–2027 has been in use by the Finnish Transport Infrastructure Agency and the transport responsibility areas of the ELY Centres. The anticipated maximum value of the maintenance expert services section of the framework arrangement is being met earlier than expected. The framework arrangement has made it possible to procure, among other things, the following maintenance expert services: - studies and reports related to the planning, procurement and implementation of road maintenance, as well as the preparation of instructions; assignments may also involve the analysis and modelling of register data and other data materials - expert tasks related to road maintenance in meetings, working groups, projects and other events - preparation of statements and - other expert tasks related to road maintenance The final content, structure and operating model of the future framework arrangement have not yet been decided. However, the anticipated value of the procurement is estimated at approximately 2.0-3.0 million euros. The initial objective is to focus on expert studies and other maintenance-related expert tasks in the services to be procured. It is also still open whether the procurement will be carried out solely for the needs of the Finnish Transport Infrastructure Agency or whether the framework arrangement will also be used by the vitality centres. The participation of the vitality centres in the joint procurement has been investigated separately in the preparation. As part of the preparation for the procurement, the Finnish Transport Infrastructure Agency wants to investigate the expertise, capability, capacity and interest of companies operating in the field of road maintenance to participate in the future tender. The aim of the market dialogue is to obtain information on the supplier market in the sector to support the preparation of the procurement and views on the method of implementing the procurement, in which the expertise available on the market that meets the needs of the client as best as possible can be made available to the client in the most appropriate and cost-effective way. In particular, the aim is to investigate what kind of expertise is available on the market in the different task areas of road maintenance and how the future procurement would be appropriately structured. One option being considered is to divide the framework agreement into several sub-areas. Possible entities to be separated from each other could be, for example: 1. Expert services related to road maintenance 2. Expert services related to paving and other repairs of paved roads and road markings At this stage, the division described above is only an option to be considered in the preparation.
