The procurement has not been divided into parts because the services subject to the procurement form a single technical and functional entity, the implementation of which requires a uniform division of responsibilities and seamless cooperation. Based on the market dialogue, there are enough bidders on the market who are able to implement the entire entity, so not dividing it into parts does not restrict competition.
