Design and expert services for the new construction of bridges and technical structures

The City of Helsinki, Urban Environment Division in Finland from Europe region has released this tender for The City of Helsinki's Urban Environment Department (KYMP) will procure, together with the procurement ring, design and expert services for the new construction of bridges and other technical structures as a framework agreement. The procurement is divided into three (3) different sub-areas as follows: Sub-area 1: General and building design, extensive or demanding design entities Sub-area 2: General and building design, conventional design entities Sub-area 3: Design project management services Sub-area 1 clients: - City of Helsinki Urban Environment Division - Helsinki City Transport Company (HKL) - Helsinki Region Environmental Services Joint Municipal Authority (HSY) - Helen Oy - Helen Electricity Network Oy - Possible other members of the Joint Municipal Technical Construction Site Cooperation Agreement (YKT) Sub-area 2 clients: - City of Helsinki Urban Environment Division - Helsinki City Transport Infrastructure Ltd - Helsinki City Transport Company (HKL) - Helsinki Region Environmental Services Joint Municipal Authority (HSY) - Helen Oy - Helen Electricity Network Oy Sub-area 3 clients: - City of Helsinki Urban Environment Division - Helsinki City Transport Infrastructure Ltd - Helsinki City Transport Company (HKL) - Helen Oy - Helen Electricity Network Oy In accordance with the framework agreement orders can only be placed independently by the contracting parties named in the procurement ring. Any other operators of the Joint Municipal Technical Construction Site can only use the framework agreement when participating in the projects of the parties to the actual procurement ring, and these operators do not have an independent right to place orders. Some of the annexes to the invitation to tender are specific to the sub-area and these annexes are marked with the code of the sub-area in question (OA1, OA2 or OA3). If the annex does not contain a sub-area code, the annex is common to all sub-areas. The estimated value of the framework agreement excluding VAT during the entire contract period (including any option periods) is EUR 37,450,000 and the maximum value excluding VAT is EUR 46,700,000. with tender notice no. 675230-2026 published on 07 Oct 2026.
