The Ministry of Justice in Finland from Europe region has released this tender for The subject of the procurement is the Ministry of Justice s election letter mail service It is intended to conclude an agreement with Posti Oy for the service subject to direct procurement in October 2026 The agreement will be concluded for a maximum period of one 1 year The agreement will be concluded with Posti Oy The value of the procurement for the contract period is approximately EUR 1 100 000 VAT 0 The procurement consists of letter mail delivered domestically Mainland Finland and abroad The procurement is subject to the Act on Public Procurement and Rights of Use 1397 2016 hereinafter referred to as the Procurement Act The postal services to be procured are special services in accordance with Annex E of the Procurement Act Justifications for direct procurement Prerequisites for making a direct procurement on the basis of technical or exclusive rights According to Section 27 2 of the Procurement Act the contracting entity may choose direct procurement if for technical artistic or reasons related to the protection of exclusive rights only a certain supplier can carry out the procurement an additional condition is that there are no reasonable alternative or substitute solutions and that the lack of competition is not due to an artificial narrowing of the procurement conditions In its decision of 13 December 2021 Dnro TRAFICOM 14835 11 01 01 2021 the Ministry of Transport and Communications has designated Posti Oy as the universal service undertaking with an obligation to provide postal services for letter items weighing up to two kilograms which are part of the universal service throughout the country except for the land Islands The decision shows that Posti Oy is the only postal undertaking that offers letter services comprehensively throughout the country in the manner required by the Postal Act According to Section 22 of the Postal Act 415 2011 the Finnish Transport and Communications Agency must regularly assess the markets for letter and parcel services The Finnish Transport and Communications Agency Traficom has carried out a postal market survey in 2024 There are no competing companies on the market that offer services equivalent to the universal service Posti Oy also acts as an intermediary for international mail in accordance with the Universal Postal Union agreement The delivery of envelopes within the deadline set in the Election Act is a very critical requirement for a supplier with which Posti Oy has years of experience The Ministry of Justice has carried out a market survey in early 2026 regarding the procurement of letter mail letter delivery for the 2027 parliamentary elections The only response received was from Posti Oy The Ministry of Justice considers that on these grounds there are no other suppliers on the market that would be able to provide a comprehensive letter mail service that meets the needs of the Ministry of Justice in mainland Finland or abroad with tender notice no. 670657-2026 published on 07 Oct 2026.
