Expert services for life cycle impact assessment of construction, framework agreement

The Metropolitan Area Urban Transport Ltd. in Finland from Europe region has released this tender for Pääkaupunkiseudun Kaupunkiliikenne Oy is putting out to tender a framework agreement for expert services for the assessment of the life cycle impacts of construction. The procurement will be implemented as a joint procurement in accordance with Section 31 of the Act on Public Procurement and Concession Agreements for Units Operating in the Fields of Water and Energy Supply, Transport and Postal Services (1398/2016, later the Procurement Act for Special Sectors), in which the procurement entities participating in the procurement are jointly responsible for compliance with the provisions of this Act. Each procurement entity participating in the procurement makes its own procurement decision and its own procurement contract. The other contracting organizations in the procurement are Pääkaupunkiseudun Kaupunkiliikenne Oy's subsidiaries (Helsingin Joukkoliikenneinfra Oy, RV Kalusto ja Varikko Oy and Ruskeasuon Varikkokiinteistö Oy), Helsinki City Transport Company (HKL), Länsimetro Oy (LM) and Sammalvuoren Metrovarikko Oy (SMV). The works are aimed at properties and infrastructure owned or maintained by Pääkaupunikeudun Kaupunkiliikenne Oy, Helsinki City Transport Company, Ruskeasuon Varikkokiinteistö Oy, Länsimetro Oy, Sammalvuoren Metrovarikko Oy, RV Kalusto ja Varikko Oy and Helsingin Joukkoliikkienneinfra Oy, as well as other sites of the contracting parties. The tenderer must be able to appoint the following persons to the assignments during the contract period who meet the requirements of this call for tender: - main responsible life cycle expert (project manager/management) - life cycle emission calculator (building + infrastructure) (LCA) - life cycle cost calculator (LCC) - energy expert. The contract period is two (2) years and options (2 + 2) years. The contracting parties aim to select three (3) contract partners for the future framework agreement through a competitive tender, provided that there are at least three tenderers who have submitted a bid in accordance with the call for tender who meet the suitability requirements. If there are more than three bidders who have submitted a bid in accordance with the invitation to tender that meet the suitability requirements, the bids will be compared using the comparison criteria described in this invitation to tender. If there are fewer than three bidders who have submitted a bid in accordance with the invitation to tender that meet the suitability requirements, the contracting authority will select all bidders who have submitted a bid in accordance with the invitation to tender that meet the suitability requirements for the framework agreement. Operating model during the framework agreement: The contracting authority places orders from the suppliers selected for the framework agreement in accordance with the predetermined percentages. The percentages are determined as follows: Three (3) contract partners, estimated percentage shares: 1st place: 60–40% 2nd place: 40–20% 3rd place: 20–10%.
