The HUS-yhtym in Finland from Europe region has released this tender for HUS Group is establishing a dynamic purchasing system hereinafter referred to as DPS for the procurement of healthcare sampling supplies The products to be procured are defined in more detail in each internal competition of the dynamic purchasing system We invite applications for participation in the HUS 270-2025 Healthcare sampling supplies dynamic purchasing system hereinafter also referred to as DPS This dynamic purchasing system covers a wide range of supplies related to sampling in various healthcare units service points and hospitals The product groups to be procured may include among others - Skin prick sampling supplies - Blood gas capillaries - Vacuum blood sampling supplies - Sampling syringes - Sampling needles - Urine test strips - Urine sampling supplies - Sampling sticks - As well as other products and supplies required for healthcare sampling activities and if necessary additional services related to them HUS aims to procure high-quality supplies and products through a flexible and simple procedure HUS cooperates with other welfare areas and makes purchases as a procurement ring The owner members of the HUS Group can participate in the internal procurements of this dynamic procurement system the City of Helsinki the Eastern Uusimaa Welfare Region the Central Uusimaa Welfare Region the Vantaa and Kerava Welfare Region and the Western Uusimaa Welfare Region as well as the Southern Karelia Welfare Region the Kymenlaakso Welfare Region and the ISLAB Welfare Group The Defence Forces also have the right to place orders from joint procurements The participants in the procurement ring are announced separately in each internal tender At the time of publication of the request for participation HUS estimated that approximately 1-10 tenders will be published within the dynamic procurement system per year This number is a preliminary estimate which may change significantly when the need for tenders and the grouping of products becomes clearer later At the time of publication of the request for participation HUS estimated that the total value of the entire duration 72 months of the dynamic procurement system will be approximately 30 million euros taking into account all possible purchases made in the system The estimate is preliminary and is based on previous purchase history and valid price agreements HUS does not commit to any purchase quantities or purchase obligations with this notice HUS reserves the right to organize competitive tenders for healthcare sampling supplies if necessary also outside this dynamic purchasing system The use of electronic auctions in internal competitive tenders is possible The healthcare sampling supplies DPS dynamic purchasing system is valid until 30 June 2031 unless it is shortened or extended by a separate notice Applications for participation in the dynamic purchasing system can be submitted throughout its duration It is valid until the date stated in the procurement notice unless it is suspended or changed during the validity of the dynamic purchasing system The actual procurements are made through internal competitive tenders in the dynamic purchasing system which describe and specify the subject of the procurement A separate contract is concluded for each internal competitive tender The contract period is determined separately in the internal competitive tender on a case-by-case basis You can apply to be a tenderer in the dynamic purchasing system if you meet the suitability requirements stated in the ESPD form and in the section Criteria for the subject of the procurement All candidates who meet the suitability requirements will be included The dynamic purchasing system is subject to the European Commission IPI Regulation and measure Commission Implementing Regulation EU 2025 1197 Article 2 Regulation EU 2022 1031 European Parliament and of the Council Article 8 Obliged by the IPI measure the contracting entity will exclude tenderers originating from the People s Republic of China from the procurement procedure In addition the contracting authority will apply the obligations of Article 8 of the IPI Regulation concerning suppliers selected in a competitive tendering procedure to internal competitive tendering procedures under the dynamic purchasing system if the estimated value of the internal competitive tendering procedure exceeds the EU threshold Article 6 5 of the IPI Regulation The dynamic purchasing system is described in more detail in the request for participation and its annexes with tender notice no. 668256-2026 published on 07 Oct 2026.
