Helsinki-Riihimäki capacity increase, construction and supervision services for phase 2, additional procurement

The Finnish Transport Agency in Finland from Europe region has released this tender for The Finnish Transport Infrastructure Agency has decided to conclude 4-year framework agreements for tasks related to the construction, supervision and planning of the Helsinki-Riihimäki capacity increase, the 2nd phase of the additional financing. The agreement can be extended for four option years at a time. The additional financing will be used to implement a new freight track, which starts from the Hyvinkää traffic point on the Hanko line on the west side of the main tracks, crosses other tracks in Monni and ends at the Riihimäki freight yard. In addition, the project will implement changes to, among others, bridges and other technical structures, safety equipment and electrified track structures, and noise abatement. The construction plans for the area are expected to be completed in early 2027. Based on this framework agreement, the client will commission the additional financing to perform construction consultant tasks and track work supervision tasks. The tasks of the assignments may include, among others: safety coordinator, safety equipment builder, electrified track and high-voltage track builder, environmental coordinator, design control expert, electrified track work supervisor, safety equipment builder, superstructure work supervisor, bridge and technical structure work supervisor, project engineer and project assistant. The total amount of work to be commissioned within the framework agreement is estimated at 1,500,000 euros (VAT 0%) per year and approximately 10,000,000 euros (VAT 0%) during the validity period of the framework agreement. The estimate is not binding on the client. The framework agreement is concluded with at least two (if there are fewer than 2 accepted offers, the framework agreement can also be concluded with one operator) and at most four suppliers. Places 3 and 4 are included in the framework agreement if the difference between the accepted comparison price of the places in question and the lowest is less than 25%. The contract also includes four (4) separate option years (2031, 2032, 2033 and 2034). The customer shall notify in writing of the exercise of the option at least two (2) months before the end of the contract period. The exercise of the option requires the approval of both parties.
