The Oikeusrekisterikeskus in Finland from Europe region has released this tender for The purpose of this request for information is to identify suppliers interested in providing legal services and to conduct market dialogue with suppliers interested in tendering. The subject of the procurement is legal expert services to support the operations of the Legal Register Centre. The objective of the procurement is to procure expert services to support the procurement activities of the Legal Register Centre and other units. The procurement will be put out to tender through an open procedure. Assignments may include cooperation not only with the Legal Register Centres own personnel but also with the personnel of other judicial administration authorities to the extent that the Legal Register Centre provides services to these authorities. The service provider is expected to have extensive expertise and experience in various fields of law. Legal expert services will be procured, as needed, mainly from the following areas of law: public procurement, ICT law, and data protection and information security law. Through market dialogue, the procurement unit aims to map the views of market operators so that the documents and requirements of the upcoming tender correspond to the market supply, expert expertise and general conditions, as well as other key operating conditions for market operators. Market dialogue process Step 1: Registration We ask that you express your interest in participating in the market dialogue as soon as possible, but no later than 21 October 2026 by email to ork_hankinnat@om.fi with the subject “Legal services - market dialogue”. The name and email address of the contact person must be included in the message. Step 2: Commenting on draft materials The purpose is to provide those who have registered for the market dialogue with the draft materials of the procurement for comment and to answer questions. The goal is to send the draft materials to those who have registered for the market dialogue no later than 31 October 2026. The commenting period is approximately three weeks. The purchasing unit can utilize the information it collects during the market dialogue to plan the procurement. According to the preliminary plan, the call for tenders will be published during 2026.
