INFORMATION REQUEST: Provincia's ICT, expert and development services

OBJECT OF THE PROCUREMENT Provincia Oy is preparing the procurement of ICT, expert and development services for its own organization, which includes both basic IT services and other ICT expert services. The cooperation with our current service provider Meidän IT ja Talous Oy (Meita) will end in the summer of 2027. With this announcement, we invite suppliers to participate in a dialogue, the aim of which is to increase the purchasing unit's market knowledge and to obtain suppliers' views on the content of the planned procurement, technical and functional requirements, service levels, pricing model, contract terms, procurement schedule and other essential matters. The estimated value of the procurement is EUR 1,600,000. The estimate is preliminary and will be specified later. In light of current information, the procurement includes at least the following parts: - service point and local and remote support - terminal management and lifecycle support services - M365, Entra and user management - printing services - license management services - telecommunications - public cloud management and capacity - information security services related to the above services - expert and development services related to the above services. Items that may be included in the procurement include: - classified capacity - security control center (SOC) - special expert and development services, such as integrations and interfaces, REST/GraphQL, multi-tenancy and cloud platforms, Azure, AWS, GCP, Data Fabric and data virtualization, knowledge graphs, Neo4j, Graph-RAG. The procurement also includes a managed service transition and service deployment. The planned implementation method, duration, responsibilities and other related requirements for the transition will be discussed in the dialogue. *NOTE! The actual devices, their leasing financing and licenses have been provisionally excluded from the procurement. However, the procurement may include management, life cycle and expert services related to the above-mentioned items.* SCHEDULE AND CONTENT The aim is to organize the market dialogue in 10-11/2026, including supplier-specific Teams meetings and commenting on written material. The actual procurement notice is expected to be published in early 12/2026. The procedure used is an open procedure. A prior information notice has also been published on 26 June 2026 to shorten the deadlines (TED number 444044-2026).The number of Teams meetings may have to be limited due to the resources of the procurement unit and to keep to the schedule. The procurement unit aims to arrange meetings with a maximum of five suppliers. If more than five suppliers register, the procurement unit will select the suppliers participating in the meetings by drawing lots. Each supplier who registered by email by the deadline will participate in the draw with one ticket. The procurement unit will conduct the draw the day after the deadline, October 16, 2026, and inform those who registered of the results. Written material will be circulated to all suppliers who registered by the deadline. Suppliers who registered after the deadline may be included in the written round, if this is possible in terms of the schedule.
