Invitation to market dialogue: Joint procurement of a storage service and a circular economy operator

The Senate properties in Finland from Europe region has released this tender for Senate Properties is preparing a joint procurement of a storage service and a circular economy operator. As part of the procurement preparation, the procurement unit will organize a market dialogue, the aim of which is to obtain views from the market to support the planning of the procurement and to engage in a dialogue on solutions related to the implementation of the services. Participation or non-participation in the market dialogue does not affect the suppliers opportunities to participate in a possible procurement procedure that may be implemented later. The market dialogue does not oblige anyone to participate in the competition nor does it exclude anyone from it. PRELIMINARY DESCRIPTION OF THE PROCUREMENT In order to promote the reuse of building components, an operating model and service are sought that combine the logistics of building components recovered from demolition and alteration sites, intermediate storage, and a digital platform that enables the inventory, monitoring and reporting of building components. The aim of the procurement is to find a service provider that operates as a storage and circular economy operator for building components in the Southern Finland region. The service provider receives reusable building components from the clients sites, takes care of their intermediate storage, transportation and maintenance of inventory data, and supports the efficient reuse of the components. In addition, the service provider develops operating models for the recovery, processing and reuse of building components in cooperation with the client. Storage will initially be limited to agreed products, the selection of which is one of the issues to be clarified in the market dialogue. The stored products will in principle remain the property of the client and internal reuse is sought in the initial stage. However, the service should cover the sale of usable material in a situation where no one has been found to utilize it in its own use. The service aims to increase the reuse of building components, reduce material waste and create the conditions for a functioning circular economy market. Regarding the procurement, the possibility of involving other public or private property owners in addition to the Senate Group is also being investigated. MARKET DIALOGUE The market dialogue is intended for all operators interested in the procurement. The market dialogue includes a joint information session, which will be held according to the preliminary schedule on 30 October 2026 at 10–11 am. The session will present the preliminary objectives, content, planned implementation method and preliminary schedule for preparing the procurement. The parties that have registered will be informed in more detail about the session and its content. The information session will be organized as a Microsoft Teams meeting remotely. In addition, the procurement unit will ask participants for written comments on the questions and preliminary tender documents after the session.The procurement unit reserves the right to also arrange one-on-one meetings with registered operators during the market dialogue.
