Tender Summary
The Ruokavirasto in Finland from Europe region has released this tender for This notice is not a procurement notice or a request for tender, and its publication does not initiate a tendering process. It is a prior notice of a future procurement. The prior notice is accompanied by a market survey/request for information, which gives interested companies the opportunity to engage in a technical dialogue with the contracting entity regarding the procurement. The purpose of the request for information is to survey the solutions available on the market and to obtain comprehensive information about them, so that the tendering process under preparation can be carried out as appropriately as possible. Responding to the request for information is not a prerequisite for participating in the tendering process and does not affect the position of the tenderer in it. The matters presented in the request for information are preliminary and may change as the preparation of the procurement progresses. The Finnish Food Authority is preparing a tender for the procurement of UHPLC-MS/MS equipment. The procurement notice will be published later in Hilma (www.hilma.fi), at which time the tendering documents will be available in the Tender Service (www.tarjouspalvelu.fi). At this stage of the procurement planning, the Finnish Food Authority would like to receive written answers to the questions presented below and is also seeking your willingness to analyze test samples. The UHPLC-MS/MS equipment is used for quantitative residue analysis in food and feed; especially for the analysis of veterinary drug residues in animal samples. The equipment is required to have sufficient sensitivity and reliability in long run series and when analyzing different types of samples. With the help of test samples, the Finnish Food Authority aims to map how well the equipment meets the requirements of routine analysis used at the Finnish Food Authority. Information on the samples to be sent and instructions for performing the analyses are included in the attached instruction document. Willingness to analyze a test sample must be reported by 23.10.2026 to kalpisluitus@ruokavirasto.fi. In the subject field of the email, please indicate the reference: UHPLC-MS/MS. More detailed information about the sample shipment will be agreed with a researcher at the Finnish Food Authority. The samples will be sent in week 44. The report on the analysis of the test samples must be submitted by 7.12.2026. A meeting can also be arranged to review the report. The Finnish Food Authority also hopes to receive answers (by 30 October 2026) to the questions below regarding the offered service and UHPLC-MS/MS device models. Questions related to the service: 1. In what language is the service provided (for example, maintenance)? Is Finnish-language user support available? 2. What is the normal response time (on-site maintenance in the laboratory) for fault maintenance repairs? 3. How long is the initial introduction to the device usually given? 4. What is the estimated delivery time of the device? Questions related to the device: 5. To facilitate the preparation of the criteria, please provide the following information about the available equipment/equipment: sensitivity, scan speed, polarity switching and mass range. If several device models are available, describe the main differences between the equipment. 6. What technical feature distinguishes the device from other similar devices,if we are considering the sensitivity of residue analysis in matrix samples? 7. In what type of analytics is the device routinely used? Are there reference laboratories for the device in question? 8. Multi-residue data processing: - Can the software, when processing data, simultaneously view the chromatograms of the entire sample set (e.g. 20 injections) of the multi-residue analysis on the second screen of the computer (2nd screen) (possibility of selecting both the same analyte from several samples and several analytes from the same sample). - Can, in the same context, view, for example, the linearity of the calibration (the deviation of each calibration point from the calibration line) on the second screen (1st screen). - Can one click switch from a view with several chromatograms to the next view (from sample to next or from compound to next)? 9. Is manual integration possible for one or more chromatograms of a sample set? 10. Can quantitation and verification sessions be switched for one compound at a time during data processing without reprocessing the sample set (for other analytes)? 11. Can the software be connected to the LabVantage LIMS system, so that the results can be transferred directly to the LIMS system? 12. How can the results be transferred to a spreadsheet software (e.g. Windows Excel)? Can data for several compounds and samples be transferred at once? How does the software take into account, for example, the differences in the decimal separator (dot/comma) between Finnish and English? 13. How do the software's user licenses work? Can several people process data at the same time? How can the license be transferred to another computer (e.g. if the computer breaks down)? 14. How often does the device need to be calibrated? How often does the device need to be "tuned"? 15. What routine cleaning procedures are recommended for the device? 16. Are there any consumable, dirty parts in the device that typically need to be replaced/cleaned between annual maintenance, assuming that the device analyzes several series of food and feed samples per week. If so, which parts are such? 17. Can the calibration concentrations be entered into the processing program as a two-dimensional table, so that one row contains the name of the compound (first column) and the concentrations (columns 2, 3, 4, etc.)? 18. Can the desired column order be selected in the results viewing view (BEFORE exporting the results to Excel/making a summary of them) so that the peak area, ISTD area and relative area are in ADJACENT columns and that the columns in question remain in place, even though other results, for example the confirmation ion amount, vary from one compound to another?20 injections) chromatograms simultaneously on the second screen of the computer (2nd screen) (possibility to select both the same analyte from several samples and several analytes from the same sample). - Can the linearity of the calibration (the deviation of each calibration point from the calibration line) be viewed on the second screen (1st screen) at the same time? - Can one click switch from a view with several chromatograms to the next view (from sample to next or from compound to next)? 9. Is manual integration possible for one or more chromatograms of a sample set? 10. Can quantitation and confirmation ions be switched end-to-end for one compound during data processing without reprocessing the sample set (for other analytes)? 11. Can the software be connected to the LabVantage LIMS system, so that the results can be transferred directly to the LIMS system? 12. How can the results be transferred to a spreadsheet software (e.g. Windows Excel)? Can the data of several compounds and samples be transferred at once? How does the software take into account, for example, the differences in the decimal separator (dot/comma) between Finnish and English? 13. How do the software's user licenses work? How often does the device need to be "tuned"? 15. What routine cleaning procedures are recommended for the device? 16. Are there any wearing, dirty parts in the device that typically need to be replaced/cleaned between annual maintenance, assuming that the device analyzes several series of food and feed samples each week. If so, which parts are such? 17. Can the calibration concentrations be entered into the processing program as a two-dimensional table, with the compound name (first column) and the concentrations (columns 2, 3, 4, etc.) in one row? 18. Can I choose the desired column order in the results view (BEFORE exporting the results to Excel/compiling them) so that the peak area, ISTD area and relative area are in ADJACENT columns and that the columns in question remain in place, even if other results, for example the confirmation ion amount, vary from one compound to another?20 injections) chromatograms simultaneously on the second screen of the computer (2nd screen) (possibility to select both the same analyte from several samples and several analytes from the same sample). - Can the linearity of the calibration (the deviation of each calibration point from the calibration line) be viewed on the second screen (1st screen) at the same time? - Can one click switch from a view with several chromatograms to the next view (from sample to next or from compound to next)? 9.
