The Municipal Procurement Services KuHa Oy in Finland from Europe region has released this tender for Parking control system The subject of the procurement is the delivery of the parking control system for the cities of Kangasala, Nokia and Ylöjärvi and the municipalities of Lempäälä and Pirkkala as a SaaS service with support and maintenance services (hereinafter referred to as the "Service"). The customers in this procurement are the cities of Kangasala and Nokia and the municipality of Lempäälä (hereinafter referred to as the "Customers"). The objective of the procurement is to increase work efficiency, in particular by reducing manual work, which allows you to focus on your own expertise. The system to be procured is required to provide operational reliability and modern system usability. The system is also required to automate manual work phases, which will achieve efficiency in work and save working time. The customers are currently using Park-ID Oy's intoParking system. Currently, the city of Kangasala and the municipality of Lempäälä have their own systems. The city of Kangasala handles the other aspects of Lempäälä municipality's control, except for rectification requirements. Lempäälä Municipality's payments circulate through the City of Kangasala, i.e. Lempäälä Municipality owns its own system, but Kangasala City uses it on behalf of Lempäälä Municipality. The City of Nokia, Pirkkala Municipality and Ylöjärvi City have their own systems for monitoring, but the City of Nokia owns the systems. The City of Nokia handles all tasks related to parking control in Nokia, Pirkkala and Ylöjärvi. In the entity now being put out to tender, the City of Kangasala and Lempäälä Municipality will continue to acquire their own systems in the manner described above. The City of Nokia will acquire its own system for monitoring the Nokia, Pirkkala and Ylöjärvi area. The City of Nokia will organize and manage parking control in the Nokia area and, based on an agreement, also in the Pirkkala and Ylöjärvi areas. The City of Nokia handles all tasks related to parking control in Nokia, Pirkkala and Ylöjärvi and uses the system alone. Currently, the system is used as follows: City of Kangasala: - the system is used by two (2) inspectors and one (1) parking supervisor - 2,400-2,700 parking tickets are recorded annually, approximately 780 payment demands and 200-300 correction claim decisions are mailed Municipality of Lempäälä: - the system is used by two (2) inspectors (from the City of Kangasala), one (1) correction claim decision preparer and one (1) parking supervisor - 450-650 parking tickets are recorded annually, 130-180 payment demands and 30-60 correction claim decisions are mailed City of Nokia (including Nokia, Pirkkala and Ylöjärvi) - the system is used by approximately 2.5 man-years (in person-years because there are several part-time employees) - approximately 2,800-3,300 parking tickets are recorded annually and approximately 180-250 pcs. The actual contract period is 48 months.As an option, the agreement can be changed to be valid until further notice. As an option, the Subscriber has the right, but not the obligation, to implement the vehicle transfer feature.
