The Loviisan kaupunki in Finland from Europe region has released this tender for The object of the procurement is aggregates to be procured for the construction and maintenance needs of the City of Loviisa in accordance with the request for tender and its annexes. Aggregates are used in municipal technical construction and maintenance. Aggregates can be procured either picked up or delivered to the work site. Aggregates to be delivered and picked up are mainly ordered as full cassette loads. The client has the right to deviate from this and also order smaller batches if there is a justified need. A framework agreement will be established in the procurement, for which five (5) suppliers will be selected for both sub-areas. The selection criterion for the tenders is the overall economic advantage, which is based on the lowest price. The comparison criteria for the overall economic advantage of the sub-areas are described below. The client does not commit to fixed procurement quantities during the contract period, but aggregates will be procured in accordance with actual needs. The estimated start date of the contract period is 1 January 2027. The actual contract period is two (2) years from the signing of the contract and the procurement also includes two (2) one (1) year option periods, the implementation of which will be decided on a year-by-year basis. The procurement includes two entities for which unit prices are requested in accordance with the request for tender. Partial tenders are accepted. The tenderer may tender for both or only one of the sub-areas. Sub-area 1: Aggregates picked up including loading. The tenderer may submit a tender for one or more aggregate varieties. Sub-area 2: Aggregates delivered. The tenderer may submit a tender for one or more aggregate varieties. The comparison of overall economic value for money is made by sub-area as follows: Sub-area 1: Orders for each aggregate variety are placed from Suppliers approved for the framework agreement on the basis of the overall economic value for money per order. The overall economic advantage per order is determined based on the unit price of the aggregate offered by the Supplier and the theoretical transport cost calculated from the distance between the collection point and the work site. The Customer calculates the reference price at the order stage in accordance with the calculation formula specified in the request for quotation and the contract. The location of the work site therefore affects the order-specific Supplier from which the aggregate is ordered. The request for quotation and the draft contract specify more detailed instructions and a formula for calculating the reference price. Sub-area 2: For each aggregate type, the Tenderers are ranked in order of priority based on the tender prices, so that the tenderer with the lowest acceptable tender is ranked first. The aggregates are ordered primarily from the Supplier ranked first in order of priority. Tenderers must report the delivery prices for each aggregate type in the Excel file attached to the request for quotation. The prices are reported for nine (9) delivery areas by aggregate type.
