Regional street and municipal engineering construction services 2027 - 2028

The City of Helsinki, Urban Environment Division in Finland from Europe region has released this tender for The City of Helsinkis Urban Environment Division requests your bid for services related to the construction of streets and municipal services for the period 1.1.2027–31.12.2028. The procurement also includes a possible option period 1.1.2029–31.12.2030, the implementation of which is decided separately by the client. The quantities presented in the tender documents are estimates of the quantities of future services and do not constitute a specific purchase obligation for the client. The agreement does not give the service provider exclusive rights, but the client has the right to purchase services also from other service providers. The service includes tasks related to project management, cost and quality management, conducting surveys and construction of streets and municipal services. The job titles to be procured are project coordinator, project manager and construction supervisor. The subject of the procurement is four separate areas. Streets and municipal engineering in the southern area (Helsinki metropolitan area 1. southern) Streets and municipal engineering in the western area (Helsinki metropolitan area 2. western) Streets and municipal engineering in the northern area (Helsinki metropolitan areas 3. central, 4. northern and 5. northeastern) Streets and municipal engineering in the eastern area (Helsinki metropolitan areas 6. southeastern, 7. eastern, 8 Östersundom The tenderer may offer one or more of the four sub-areas and submit a maximum of four parallel tenders for each sub-area offered. Parallel tenders are processed as separate tenders. All parallel tenders in each sub-area are compared with each other on the basis of overall economic value for money. The weighting of price is 40% and quality is 60%. The price comparison points are calculated from the total prices based on the quantity estimate of the parallel tenders in each sub-area using the following formula: Price comparison points = (sub-area in question lowest total price of the parallel offers / total price of the parallel offer in the relevant sub-area) × 40.00. The quality comparison points are calculated from the total quality points of the persons nominated in the parallel offer in each sub-area using the following formula: Quality comparison points = (total quality points of the persons nominated in the parallel offer in the relevant sub-area / total number of persons nominated in the parallel offers in the relevant sub-area) × 60.00. The final comparison points are formed as the sum of the price and quality comparison points. The parallel offers are ranked according to the final comparison points. The overlap of personnel does not affect the comparison points or ranking of the parallel offer, but only the selectability of the offer. The same person may be nominated in offers for several sub-areas, but he or she may only be selected as the implementer of one sub-area. Personnel compositions are considered to be overlapping if they contain at least one person who is to be quality-scored in accordance with the invitation to tender, regardless of his/her job title. If the same providers personnel could be selected to implement multiple areas,The personnel will be allocated to the highest ranked sub-area in accordance with the order of priority declared by the tenderer. For other sub-areas, the next valid parallel offer in the order of priority for the relevant sub-area, whose personnel does not overlap with the personnel already selected, will be selected. The procedure will continue until a selectable offer has been found for each sub-area or all parallel offers for the relevant sub-area have been reviewed. If two or more tenderers receive the same final comparative score for the same sub-area, priority will be given to the tenderer with the higher quality comparative score.
