Request for information: Procurement, implementation and maintenance of an IT Service Management System

The HUS Association in Finland from Europe region has released this tender for THIS IS NOT A PROCUREMENT NOTICE OR REQUEST FOR TENDER, BUT A REQUEST FOR INFORMATION FOR MARKET SURVEY AND TECHNICAL DIALOGUE. This request for information is used to survey the market and obtain information regarding the procurement. The procurement entity does not initiate a tender by publishing the request for information, but a possible procurement notice and request for tender will be published later. The request for information does not oblige the procurement entity to carry out the actual procurement. Responding to the request for information is not a prerequisite for participating in a possible later tender. Suppliers will not be paid compensation for responding to the request for information or participating in the market dialogue. HUS has previously published a request for information regarding the same procurement entity (Hilma number: 2024-013542, TED number: 527691-2024). However, HUS has decided to publish a new request for information and a call for market dialogue regarding the planned procurement, as the entity to be procured has changed significantly as the preparation progressed. Description of the procurement HUS is renewing its IT service management and is inviting system and service providers to participate in a market dialogue. The aim of the renewal is to facilitate personnels IT transactions and to streamline the handling of disruptions, service requests and changes between HUS and its service providers. HUS is looking for innovative and cost-effective ideas from suppliers on how the described needs can be implemented with off-the-shelf software functions, configuration and necessary integrations. The entity offers the opportunity to implement an extensive IT service management reform and to participate in the maintenance and further development of the system. The initial implementation creates the basis for later expansions to other internal HUS services and transactions for external organizational customers. Registration HUS asks suppliers interested in this procurement and the related market dialogue to notify the procurement unit of their interest by email no later than 22 October 2026 at 12:00 to the address kalpisluitus.ict@hus.fi. Progress of the market dialogue The market dialogue offers suppliers the opportunity to bring new ideas and cost-effective implementation options to the preparation of the procurement. HUS hopes for reasoned proposals on how the described objectives can be achieved and what division of labor would work best. The dialogue is tentatively planned for two rounds.In the first round, those who registered will be provided with preliminary procurement material and separate questions on implementation, responsibilities and factors affecting costs. In the second round, suppliers will comment on the revised procurement material and preliminary tender documents based on feedback. Supplier-specific meetings will be arranged if necessary. Schedules, response instructions and instructions for marking trade secrets will be provided to participants separately.
