The Toulouse Métropole in France from Europe region has released this tender for The purpose of this contract is to provide project management assistance to implement the continuation and completion of the monitoring and support system for the Les BOSQUETS condominium, namely the monitoring and support of a Housing Improvement Operation for Deteriorated Condominiums (OPAH CD). The remaining tasks include: - continuing social support for owners experiencing difficulties, by mobilizing all necessary resources to enable them to meet their outstanding balances on the work program; - supporting the property manager in implementing and monitoring procedures for recovering unpaid current charges and/or those related to the work program; - continuing close monitoring of the progress of the work and cash flow management, in order to best coordinate the release of the various identified pre-financing resources, thereby minimizing bank interest costs; - providing administrative and financial assistance to the property manager for the proper execution of the financing plan, up to the payment of the remaining subsidies. - Providing information to co-owners and residents throughout the project, in order to maintain their engagement and thus facilitate access to the private areas affected by the work program; - Providing specific support to the project manager, the companies carrying out the work program, and the residents, to contribute to the organization of interventions requiring simultaneous access to several dwellings; - Supporting residents in adapting to the new ways of using their dwellings resulting from the work program; - Supporting any initiative contributing to developing community life within the residence; supporting any project contributing to improving the living environment, social cohesion, or the management of the construction phase, as part of local urban management, in coordination with other stakeholders in these areas of action; - Support for improving the functioning of the condominium, particularly through updating the condominium regulations and incorporating new metering methods for domestic hot water and heating, in accordance with the objectives of the roadmap adopted on June 7, 2022, by the condominium association.
