AINM Project – EALE Material Storage

Tender Summary

The SNCF RESEAU in France from Europe region has released this tender for As part of the renewal and adaptation of traction power installations, SNCF Réseau is conducting the AINM PCLE-MMM program (Modernized Power Supply and Installations for Interlocking Substations – Melun Montereau Montargis). This program is part of SNCF Réseaus overall railway infrastructure modernization policy, aimed at improving the reliability, availability, and performance of railway traction power supply systems. The AINM PCLE-MMM program focuses on the renovation of electrical substations (SSTs) and medium-power substations (PMPs) supplying power to the railway lines within the area covered by the PCLE-MMM Line Power Supply Establishment (EALE), which includes the GT2 Villers and GT3 Melun areas. This program represents a significant investment effort to modernize aging equipment and ensure the continuity of power supply for rail traffic within this strategic area. This contract concerns the provision of temporary storage for high-voltage electrical equipment within the framework of SNCF Réseaus AINM PCLE-MMM program. The service includes all of the following activities: • Provision of a covered, secure storage area compliant with the requirements of this Technical Specifications document, including the necessary handling, monitoring, and environmental control equipment; • Receiving, unloading, inspecting, and identifying equipment upon each delivery, with the issuance of reasoned reservations in the event of any anomalies observed; • Organized storage, inventory management, and complete traceability of all equipment movements, from receipt to removal; • Internal handling and preparation for removal, ensuring the integrity of the equipment and the conformity of loading operations; • Assistance with removal and transport, according to SNCF Réseaus instructions and within the deadlines defined in this Technical Specifications document; • Periodic reporting and communication with SNCF Réseau, including the submission of a monthly report and participation in follow-up meetings. A peak in the volume of equipment to be stored is expected between mid-2026 and mid-2027; the service provider will need to size its storage capacity to absorb this peak in its entirety, without any loss of service quality. The sites concerned by the program are as follows: - Substations (SST): Montereau, Thomery, Cepoy, Souppes-sur-Loing, Bois-le-Roi, Samoreau, Samois Saint-Mammès and Varennes. - Medium Power Substations (PMP): Avon, Champagne, and 6 PMP PCLEs (Amilly, Ferrières/Fontenay, Le Betz/Dordives, Garenne/Moret, Chalette sur Loing and Saint-Pierre-lès-Nemours).The high-voltage electrical equipment ordered under the program is delivered by the manufacturers according to a production schedule independent of the on-site work dates. This industrial constraint, inherent in the manufacturing cycles of high-voltage electrical equipment, creates a structural gap between equipment deliveries and their actual deployment on the work sites. It is therefore necessary to have a secure, organized, and traceable intermediate storage solution that allows for: • Receiving the equipment upon delivery under controlled and documented conditions; • Storing it in conditions compliant with the manufacturers recommendations, particularly in terms of humidity, temperature, and physical protection; • Making it available to the work teams under the conditions and within the timeframes required for interventions, with complete traceability of movements. The equipment concerned includes, in particular: • LV switchgear (a minimum of 6 per site). • 1500 V circuit breaker cells and 20 kV cells; • 20 kV/400 V transformers; • Rectifiers and converters; • Chargers, batteries, and associated cabinets; • Control/control cabinets and equipment (AEES, ITI); • Power cables on reels; • Connection bars and various accessories. The maximum contract duration is 43 months.
