The COMMUNAUTE AGGLOMERATION PAYS DE LAON in France from Europe region has released this tender for This consultation concerns the award of a public service concession contract, in the form of a lease, for the management and operation of the "Le Dôme" swimming pool and ice rink complex belonging to the Laon Agglomeration Community. The contract is for a period of five years, from January 1, 2028, to December 31, 2032. The concessionaire will be responsible for managing the public service and operating the swimming pool and ice rink complex made available to them by the granting authority, under the conditions defined by the concession contract and its appendices. In this capacity, they will be responsible for the technical, administrative, financial, and commercial management of the service, as well as the upkeep, maintenance, promotion, and development of the facilities. The facility subject to the concession is an inter-municipal sports and leisure complex including: - A swimming pool area with 665 square meters of indoor pools, including a classic section with a 25-meter pool with 6 lanes and a leisure section with a leisure pool, a fun paddling pool, and a water slide, - A wellness area including 2 saunas, 1 hammam, 1 salt cave, and 1 relaxation area, - An ice rink (1400 square meters of ice, including a classic section with a 40x20m initiation ring and a leisure section with 600 square meters of ice), - As well as all the areas necessary for the proper functioning of such a facility, i.e., a covered area of ​​approximately 6,500 square meters plus 4,000 square meters of outdoor beaches, - Outdoor beaches and a water games area. The delegation of a public service constitutes a concession for services whose purpose is a public service within the meaning of Articles L. 1411-1 of the General Code of Local Authorities and L. 1121-3 of the Public Procurement Code.
