Concession of public service for the production, transport, and distribution of raw water

The Syndicat Inter:communal d'Irrigation de la Région de Forcalquier (SIIRF) in France from Europe region has released this tender for Le Syndicat Intercommunal dIrrigation de la Région de Forcalquier (SIIRF) has the competence « production, transport and distribution of raw water » across its entire territory. The Contractors mission will include: - exclusive right for the Contractor to provide the public service of raw water supply to users, - obligation for the Contractor during the contract period; o to continuously supply all users with water meeting the chemical, physical, and bacteriological quality standards set by current regulations, o to operate the raw water collection, production, distribution, storage, and distribution infrastructure in accordance with current regulations and ensure its operation, o to ensure monitoring, maintenance, upkeep, repairs, and renewal of equipment in accordance with contractual clauses, including: - maintenance of pipelines and structures, - renewal of rotating equipment, hydraulic accessories, electromechanical equipment of installations and connections, o where applicable, to carry out investments stipulated in this contract, o to maintain up-to-date plans and inventory of the services tangible and intangible assets, o to collect and utilize information related to the operation of installations and service delivery, o to provide the Syndicate with advice, warnings, and recommendations on all matters affecting the services operation and overall quality, as well as contribute to the development of its strengthening and expansion projects, o to manage relationships with service users and associated customer service, o to conduct relations with the granting authority, including regular and on-demand provision of information and technical and financial management reports, o to bill, collect, and recover, on behalf of the relevant organizations, from service subscribers, in exchange for the service provided, the amounts corresponding to the following tariff components: - Contractor share, - Granting authority share, - Additional fees and charges for water destined for public organizations, - Taxes, fees, or contributions that the Contractor may be required to collect from subscribers due to decisions imposed on it.
