Design and acquisition of railway rolling stock and other related services

The SPL SPIIT - Interregional Public Company for Investments in Transport in France from Europe region had released this tender for Design and acquisition of railway rolling stock and other related services. This consultation concerns the acquisition of a range of rolling stock, the provision of associated maintenance services, and the installation of energy charging systems. This project is being conducted by SPL SPIIT, acting as the project owner. The Occitanie and Nouvelle-Aquitaine Regions have created a company dedicated to the development of the railway system in their territory, taking the form of a Local Public Company called SPL SPIIT (Interregional Public Company for Investments in Transport). As of the date of publication of this consultation, the SPL SPIIT's shareholders are the Nouvelle-Aquitaine Region, the Occitanie Region, and the Centre-Val de Loire Region, which joined the SPL SPIIT's capital in November 2025. As of the date of publication of this document, it is anticipated that the Brittany Region will join the SPL SPIIT's capital in the coming months. The SPL SPIIT has signed a forty-two (42) year concession agreement with its shareholder Regions. Under this agreement, the SPL SPIIT is responsible for financing, managing, and acquiring the Regions' TER rolling stock, and for making it available to the operators designated by the Regions, as and when public service operating contracts are awarded. In the future, during the execution of this Framework Agreement, SPL SPIIT may be entrusted with the acquisition of railway rolling stock on behalf of other Regions or public entities, as appropriate, for the same objectives as those addressed in this consultation. With the aim of decarbonizing rail transport services within the territory, the shareholder Regions have entrusted SPL SPIIT with the task of acquiring railway rolling stock with a focus on environmental improvement.
