Development of a beach management plan in accordance with Article L121-28 of the Town Planning Code

The Mairie de Vendres in France from Europe region has released this tender for The Solidarity and Urban Renewal Law of December 13, 2000, created the SAP (Site Protection Areas) "in order to reduce the impact on a beach and the natural areas surrounding it of nuisances or damage linked to the presence of facilities or buildings constructed before January 5, 1986." In this regard, the law stipulates that "in order to improve access to the public maritime domain, the development plan may, by way of exception, authorize the maintenance or reconstruction of some of the existing facilities or buildings within the coastal strip defined in Article L. 121-16, provided that these are such as to reconcile the objectives of environmental protection and the management of tourist traffic." As early as the late 1970s, the municipality of Vendres mentioned its intention to develop the coastal fringe in a minimal manner, also hoping to potentially derive revenue from the beach concession. Aerial photographs from 1980/1982 show the presence of buildings on the beaches. Since then, the municipality of Vendres has benefited from a beach concession granted from January 1, 2011, to December 31, 2022, renewed annually. Almost all of the eight plots are located in a remarkable and characteristic coastal area; however, in the absence of a Coastal Protection Plan (SAP), beach concessions should no longer exist. Therefore, the mission focuses on developing the municipality's SAP, up to its approval by decree of the Council of State. This development will geographically cover the entire perimeter defined in the pre-operational studies (which can be downloaded from the CEREMA document portal) in order to assess the effects of the SAP provisions. The services will be threefold: - The development of the SAP itself, including tasks related to consultation (mandatory and optional) and communication. This service will organize meetings with legal counsel and environmental assessment teams. The strategic environmental assessment will be conducted iteratively, and legal support will be provided. The three packages cover the entire process of developing the land-use plan, up to and including its approval by the Council of State.
