ENERGY RENOVATION WORKS AT THE DUGUAY TROUIN COLLEGE IN SAINT MALO

The SPL CONSTRUCTION PUBLIQUE D'ILLE-ET-VILAINE in France from Europe region has released this tender for This consultation concerns the renovation work at the Duguay-Trouin middle school in Saint-Malo. The contract covers the following services: • Implementation of significant energy renovation work within the framework of an energy and environmental performance approach; • Improvement of the school's image and perception within its surroundings through the renovation of the facades; • Improvement of student comfort through the construction of restrooms and the extension and renovation of the covered playground; • Improvement of the outdoor spaces, including the redesign of the courtyard and the demolition and repositioning of a new bicycle shelter. The administrative and technical specifications are detailed in the General Terms and Conditions of Contract (CCAP) and the Technical Specifications (CCTP). The work will be carried out while the school remains occupied. The Ille-et-Vilaine Public Construction Company (SPL Construction Publique d'Ille-et-Vilaine) is acting on behalf of the Ille-et-Vilaine Department under a project management mandate pursuant to Article L. 2422-5 of the French Public Procurement Code. In accordance with Article L. 2111-1 of the French Public Procurement Code, which addresses sustainable development and its social aspects, the Ille-et-Vilaine Department implements, whenever possible, a system to promote employment within its contracts. As part of this system, a certain number of hours of work integration through economic activity are allocated to each lot, with the exception of Lot 1. Each lot will be awarded a fixed-price contract, subject to revision. The estimated duration of the works is 26 months, excluding the guaranteed minimum performance period (GPA), including a 2-month preparation period. Funding will be provided from the budget of the Ille-et-Vilaine Public Construction Company (SPL Construction Publique d'Ille-et-Vilaine) – direct payment. Monthly progress payments, advances, and retention money will be made under the conditions stipulated in the contract. Lots 1, 2, 4, 6, 8, 10, 11, and 12 were awarded through open tendering in accordance with Articles R2124-1, R2124-2, and R2161-2 to R2161-5 of the French Public Procurement Code. Lots 3, 5, 7, and 9 were awarded through a negotiated procedure, in accordance with Article R2123-1 2° of the French Public Procurement Code. The Ille-et-Vilaine Public Construction Company (SPL Construction Publique d'Ille-et-Vilaine) reserves the right to enter into negotiations according to the terms described in the tender regulations. This procurement procedure is covered by the WTO Government Procurement Agreement. No specific form of consortium is required.
