Its primary objective is to improve the professionalization of teachers and their teaching staff in the 26 countries covered by the program.
As the current phase of the program comes to an end, an external evaluation is necessary to take stock of what has been accomplished so far, and to guide potential continuation of activities. This call for applications aims to recruit a (team of) consultants to carry out this evaluation.
The objectives of this evaluation will be in particular to document the effects of the program on the education systems in the countries concerned, and to question the effectiveness of the implementation in achieving the set objectives.
During this mission, the evaluation team will be expected to:
To consult all relevant documentation on the program;
To speak with the various stakeholders of the program;
To carry out in-depth case studies in certain countries via face-to-face missions;
To analyze the information collected.
The exact methodology used is at the discretion of the consultancy team, but must necessarily include qualitative techniques for collecting and analyzing impacts.
The expected deliverables will include:
