Global performance-based public contract for the supply, commissioning, operation and maintenance of air purification systems in Lyon metro stations

The SYTRAL Mobility - TRANSPORT in France from Europe region has released this tender for As part of its commitment to improving air quality in its underground network, SYTRAL Mobilités has decided to equip the Grange Blanche and Bellecour metro stations (lines A and D) with air purification systems that trap fine particulate matter. The aim is to purify the air in passenger areas, including station platforms. To this end, a global performance-based public contract is planned for the execution of the associated services, as defined in Articles L2171-3, R2171-2, and R2172-3 of the French Public Procurement Code. This type of contract is justified by the need to guarantee, over time, the achievement of measurable objectives for reducing fine particulate matter concentration in metro stations. The expected performance depends on the quality of the equipment, its installation, its calibration, its operation, and its maintenance. The Contractors sole responsibility ensures that the contractually defined performance objectives are met. The main characteristics of this requirement are the supply of equipment, site studies (networks and modifications to public access buildings), installation, commissioning, operation, and maintenance of air purification systems in the platforms of metro stations on lines A and D at Bellecour and Grange Blanche. The operation and maintenance of the equipment are planned for a maximum period of 5 years (3 years firm). The Contractors remuneration for the operation and maintenance of the equipment will take into account the performance objectives in accordance with the provisions of Article R2171-3 of the French Public Procurement Code. The economic operators remuneration will therefore be adjusted in the event of underperformance or overperformance. The contract is divided into one firm tranche and two optional tranches as defined in Articles R2113-4 to R2113-6 of the French Public Procurement Code.
