The Intermunicipal Syndicate for the Hydraulic Development of the Yvette Valley (SIAHVY) in France from Europe region has released this tender for I. SCOPE OF THE CONSULTATION a. Award Procedure Open tender procedure in accordance with Articles L.2124-1, L.2124-2 and R.2124-2 of the French Public Procurement Code. b. Legal Forms of Economic Operators The contract will be awarded to: 1 - a joint venture or a consortium with a jointly and severally liable representative in accordance with the provisions of Articles R.2142-22 and R.2142-24 of the French Public Procurement Code. OR 2 - a sole proprietorship The same bidder may not submit a bid both as a sole proprietor and as a member of one or more joint ventures. Should this occur, the sole proprietorships bid will be rejected. II. FORM AND DURATION OF THE CONTRACT a. Form Open tender procedure, in accordance with Articles L.2124-1 and L.2124-2 of the French Public Procurement Code. Framework agreement with purchase orders concluded with a single economic operator pursuant to Articles R.2162-1 to 6 of the French Public Procurement Code. The framework agreement is concluded without a minimum annual amount and with a maximum annual amount set at €250,000 excluding VAT, i.e., €1,000,000 excluding VAT over a period of 4 years. b. Lots - Tranches - Phases - Duration The contract is not divided into lots due to the homogeneous nature of the services provided for in the contract. It is not broken down into tranches. The framework agreement is not broken down into phases as defined by the award procedure. The different phases mentioned in the Technical Specifications correspond to the technical stages of the geotechnical missions of the contract. It is concluded for a period of 12 months from its notification date. It may be renewed three (3) times by tacit renewal, for periods of one (1) year, without its total duration exceeding four (4) years. The contractor cannot refuse renewal in accordance with the provisions of Article R.2113-4 of the Public Procurement Code with tender notice no. 718524-2026 published on 16 Oct 2026.
