An international component of the "Marianne Initiative for Human Rights Defenders" launched on December 10, 2021 by the Presidency of the French Republic, this project aims to improve France's contribution - public authorities and civil society - to the protection HRDs. This protection will be reinforced by risk prevention actions, whether risks related to the context of intervention of HRDs and their work environment, risks related to internal weaknesses in the networks of HRDs. Built as the first phase of a long-term action, the project will be implemented in ten countries (Burkina Faso, Madagascar, Togo, Burundi, Côte d'Ivoire, Republic of Congo, Lebanon, Mexico , Cambodia and France). In these countries, Objective 1 aims to strengthen the action of public actors in France and three target countries (Burkina Faso, Madagascar and Togo) for the protection of HRDs. The first step is to contribute to improving the working environment for HRDs at the legal and institutional level through training, advocacy and consultation activities with the authorities of these countries. It is then a question of promoting the establishment of new consultation frameworks between the French authorities and HRDs by supporting the operationalization, by French diplomacy, of the French "human rights and development" strategy and the guidelines of the on HRDs. Objective 2 aims to support the structuring of networks of HRDs and the broadening of their thematic and/or geographical fields of action, promoting the consideration of HRDs who are isolated because they are far from capitals and/or sensitive issues and/or poorly covered: rights of gender and sexual minorities, women's rights, fight against sexist and sexual violence, sexual and reproductive rights, fight against corruption, defense of the environment, promotion of democratic change. Objective 3 intends to promote the integration of the protection of HRDs in the projects implemented by French associative actors of international solidarity and development as well as to cooperate with the operators of the national component of the Marianne Initiative for the reception and preparation for the return of the HRDs who have won this initiative. Mapping of networks of human rights defenders Objectives and expected results of the service This consultation for the realization of a mapping of HRD networks in the 6 target countries of the project on the African continent (Burkina Faso, Côte d'Ivoire, Burundi, Republic of Congo, Madagascar and Togo) is part of specific objective 2 of the project aimed at making networks of HRDs more inclusive and sustainable in the target countries of the initiative. In addition to mapping, to achieve these results, consultation activities will be implemented between HRDs involved on various themes, activities to strengthen or create new networks promoting the consideration of HRDs who are isolated because they are far from the capitals and /or sensitive and/or poorly covered issues: rights of gender and sexual minorities, women's rights, fight against sexist and sexual violence, sexual and reproductive rights, fight against corruption, defense of the environment, promotion of democratic alternation. It is therefore expected of the consulting team that it: Produce 6 maps of HRD networks (one per country: Burkina Faso, Côte d'Ivoire, Burundi, Republic of Congo, Madagascar and Togo): · Identifies existing generalist and thematic HRD coalitions/networks in each of the 6 countries. The mapping will identify which thematic HRDs are not currently participating in any network or coalition and the reasons for this. · Identifies the strengths and weaknesses of existing networks/coalitions, particularly in terms of geographical coverage, thematic coverage; considers whether or not the “inclusive” nature of these networks; · Identifies in each of the countries covered networks, HRDs, organizations having the will and the capacities to include HRDs that are underrepresented, isolated, vulnerable and who act in an area deemed a priority by the project (HRDs outside the capital, HRDs belonging to minorities , HRDs fighting for gender equality, environmental HRDs, anti-corruption HRDs and democratic alternation, etc.); · Identifies in each country which HRDs are most subject to threats as well as the origin of these threats; Based on the mapping of HRD networks, produce 6 action plans (one per country: Burkina Faso, Côte d'Ivoire, Burundi, Republic of Congo, Madagascar and Togo) targeting the networks that will be strengthened and/or created (2 networks maximum per country): · The needs and capacities of the selected networks will be analyzed and studied taking into account the context and scope of their work, their challenges and what they wish to do and become, taking into account their current strengths and weaknesses. · The selected networks will be associated from the beginning of the process with the assessment of their needs: it is from elements drawn from their strategic vision and from a self-diagnosis, that a capacity building plan will be carried out to each network, responding to these priority needs (for example relating to project management, monitoring, security, protection, associative strategy, search for funding, digital tools, animation, etc.).
