Tender Summary
The Ville de Villeurbanne in France from Europe region has released this tender for Since 2020, the City of Villeurbanne has initiated numerous changes to its public policies, particularly regarding paid parking. As such, since 2023, the City has chosen to entrust the management of its paid parking system to a single operator to support the expansion of its area and the modernization of its associated organizational procedures: new pricing structures, changes to zoning, ANPR (Automatic Number Plate Recognition) control, etc. The new political mandate for 2026-2032 continues the mobility policy initiated by the City in 2020 and plans to further expand the paid parking area from 8,000 spaces in 2026 to 13,000 spaces by the end of 2031. It also aims to continue the evolution of the organizational aspects of this policy with changes to pricing structures, modifications to the categories of eligible users (new pricing structures, changes to residential zoning, etc.), and the development and implementation of new tools. Faced with these multiple challenges, the City of Villeurbanne wishes to continue using a single provider to manage its paid parking system and deploy these new tools. The service provider under this single contract will be required, within the scope of its missions detailed below, to contribute to the implementation of these changes along four main lines: - High-performing user service through advanced digital tools, maintaining a high quality of human interaction when welcoming users and providing support for those less familiar with digital technology; - Effective tools and processes for the daily implementation of the parking policy; - Efficient enforcement of paid parking; - A parking monitoring system contributing to the adjustment of the municipal parking strategy. These objectives are translated into various contractual requirements, detailed later in this document. Finally, the sensitivity of the missions included in the scope of the contract, and their interdependent nature, justify a high level of expectation regarding the continuous evaluation of the service provided, and excellent responsiveness from the service provider in managing unforeseen events. The quality of the interface with the local authority is strategic not only for monitoring the proper execution of the contract but also for managing other tasks retained by the City, such as establishing parking policy or controlling illegal parking. Managing the opening of the barriers at the 238-space Verlaine car park and the bus area of the Parc de la France Libre is subject to a potential additional service (PSE). with tender notice no. 686202-2026 published on 07 Oct 2026.
