The services will be provided to: DGA Missile Tests Site Gironde: Saint-Médard en Jalles (33), DGA Missile Tests Site Landes: Biscarrosse (40), DGA Missile Tests Site Mediterranean: Toulon, Levant, and Coudon (83), DGA Naval Techniques Site Toulon (83), DGA Naval Techniques Site Brest (29), DGA Missile Tests Building Monge for Testing and Measurement, DGA Missile Tests Quimper Testing and Measurement Station (29), DGA Missile Tests Hourtin Testing and Measurement Station (SEMH) (33), DGA Propulsion Tests: Saclay (91), DGA Information Management: Bruz (35), DGA Flight Tests Site Cazaux (33), DGA Flight Tests Site Istres (13), DGA Information Management NRBC: Vert Le Petit (91), DGA Aeronautical Techniques: Balma (31), DGA Hydrodynamics: Val de Reuil (27), DGA Terrestrial Techniques Site Bourges (18), DGA Terrestrial Techniques Site Angers (49). The deadline for submitting tenders is set for 12/11/2026 at 16:00 hours (Paris Time). The date and time limits specified in section 5.1.12 are in UTC format. This is a Defence or Security Market. The present market project is subject to a formalized negotiated procedure with competition and prior publicity, in accordance with Articles L.2324-1, L.2324-3, R.2324-1, R.2324-3, and R.2361-8 to R.2361-12 of the CCP. The framework agreement is valid for a period of 7 (seven) years. The maximum amount is 7,000,000 € HT, as indicated in section 2.1.3 below. This maximum amount corresponds to a global estimate for the framework agreement project, without any obligation on the part of the State to achieve it. The maximum amounts indicated in sections 2 and 5 below are in euros excluding tax. Candidates must indicate in their tender whether they are submitting as an individual candidate or a group of economic operators. It is prohibited for candidates to submit multiple offers for the framework agreement by acting simultaneously as: 1. individual candidates and members of one or more groups; 2. members of multiple groups. The form of the group is not prescribed. The composition of groups may be modified, and new groups may be formed between the submission of tenders and the submission of initial offers, provided all members of the new group, presented at the offer stage, have been authorized at the candidate stage to submit an offer or participate at least as an accepted subcontractor in the candidate phase. The newly formed group must comply with the requirements regarding the candidates capabilities. Additionally, the provisions of Articles R.2142-23 and R.2342-14 of the CCP apply. The provision of all elements/documents listed in sections 2.1.6 and 5.1.9 is essential, otherwise the economic operators tender will be rejected.
