The purpose of this consultation is to provide technical expertise services intended to assist the Energy Regulatory Commission (CRE) in the analysis of the offers submitted as part of call for tenders no. 1/2026 (“AO10”) relating to eleven projects for offshore wind power generation installations located off the coast of Normandy, off the coast of Brittany, in the South Atlantic and in the Mediterranean Sea, conducted on the basis of articles L. 311-10 et seq. of the energy code. In accordance with Article R. 311-22 of the Energy Code, the CRE proceeds, on behalf of the State, to the examination of the offers received as part of the aforementioned competitive procedure. The specifications of the AO10 procedure provide in article 3.2.2.b (iv) that the CRE evaluates in this context “[t]he technical and industrial hypotheses indicated by the Candidate in its offer” and “may in this regard be supported by a college of experts composed in particular of one or more representatives of Ademe”.
