The outdoor facilities will be reorganized in conjunction with the new building and connected to the existing school areas. These will include recreational areas, pathways, and all-day activity areas, as well as a central assembly hall. Parking spaces that are no longer needed will be replaced by additional parking spaces in an adjacent parking lot. The planning of the outdoor facilities is part of the planning services to be awarded and will be undertaken by the selected firm. This planning will be based on the existing planning documents and the scope of services and cost estimate for the outdoor facilities outlined in the current cost estimate. Planning must continue within this budget and be coordinated with the building design of the learning center. Budget and Funding Commitment: This cost estimate represents the binding, absolute upper limit of the funds available for the project. Due to the project's reliance on subsidies, exceeding this cost limit is not permitted. The selected firm must ensure that further planning and implementation remain within this budget. This requires ongoing cost control and the early notification of potential cost risks. In the event of foreseeable cost increases, suitable adjustment and cost-saving measures must be proposed in a timely manner and coordinated with the client; the funding requirements must be observed. Planning status and prior involvement: The subject of the tendering procedure is the continuation of an already commenced building design. Planning for the project up to and including service phase 3 according to the German Fee Structure for Architects and Engineers (HOAI) exists.The services being tendered represent a follow-up contract to the planning stage already reached. A regional planning office was commissioned with the previous planning up to and including service phase 3 and is considered a previously involved company within the meaning of Section 7 of the German Procurement Ordinance (VgV) with regard to this procurement procedure. The previously involved office is generally entitled to participate in the procurement procedure. To ensure transparent and non-discriminatory competition, all information and documents relevant to the further procedure from the previous planning will be made available to all applicants and bidders equally. This includes, in particular, the existing planning documents, cost estimates, further calculations, concepts, coordination results, and other project-related documents up to and including service phase 3. Any informational advantages resulting from the previous involvement are to be offset in this way.
