81311593-technical support for Protransici n in Bolivia implementation of outputs 3 and 4 The present tender takes place as part of the bilateral project of German technical cooperation Strengthening the energy transition in Bolivia Protransicion This project is implemented by the German Society for International Cooperation GIZ GmbH over a period of three years between 07 2024 and 06 2027 on behalf of the Federal Ministry for Economic Cooperation and Development BMZ GIZ has already started implementation and is looking for a subcontractor for outputs 3 and 4 on the topics of energy efficiency EE in public and productive sector as well as electromobility in public transport Natural gas has a dominant role in the energy sector of Bolivia two thirds of the electricity are generated from gas and exports to Brazil and Argentina are important for state finances In mid -2023 the President announced that the gas reserves could be exhausted by the end of the decade Attempts to explore were unsuccessful which could result in an energy supply and economic crisis which mainly affects the poorest The aim of the energy transition in Bolivia is to replace fossil fuels with renewable energies re and to increase energy efficiency For the main consumption sectors the low electricity tariffs offer industry and households hardly incentives for efficient use According to the UN database Bolivia to Venezuela is the South American country with the highest energy intensity Initial approaches to promote efficiency are available but due to a lack of coordination and financing only a limited number of consumers The traffic sector is the largest consumer of primary energy and the largest issuer of greenhouse gases with increasing tendency Electromobility represents a possible alternative but is still in the initial phase There are only a few electric vehicles and hardly any charging infrastructure previously 11 charging stations across the country High investment costs make the distribution difficult and the experiences of neighboring countries such as Brazil and Uruguay are hardly used The staff trained by the German EZ is not sufficient to drive the expansion of renewable energies forward and the personnel fluctuation is high Qualified specialists are missing in the area of EE and electromobility Women are largely excluded in the electricity sector which further restricts the availability of specialists As part of the NDC adjustments Bolivia increased its ambition level in 2022 These changes even if they are economically motivated contribute to climate protection and have the potential to avoid 212 000 t of CO2 emissions annually from 2030 The political pressure on the implementation of the energy transition has increased but financing mechanisms and an effective coordination of the relevant actors are still missing The Ministry of Cycling Substances and Energy is the political sponsor and partner for carrying out the project The implementation is carried out along four thematic outputs Outputs 1-4 and a fifth that focuses on equality between genders in the Bolivian electricity sector
