The Deutsche Gesellschaft f r Internationale Zusammenarbeit GIZ GmbH in Germany from Europe region had released this tender for 81317900-Development of Disaster Risk Assessments and Management Plans Art der leistung context the deutsche gesellschaft f r internationale zusammenarbeit giz gmbh is an international cooperation enterprise for sustainable development with worldwide operations the circular urban development - kosovo4green program commissioned by bmz co-financed by seco and implemented by giz supports the kosovo s national and local levels of governance in their efforts to improve the institutional and planning framework for a climate-sensitive urban development the program s four main components include enhancing legal and planning frameworks for waste management boosting technical capacities for inter-municipal waste management planning developing urban planning tools and policies for sustainable development and reinforcing inter-ministerial coordination for effective climate policies immediate action is crucial to address the exacerbation of the urban heat island effect worsening air pollution and frequent extreme weather events the current project will build on these foundations by strengthening national and local urban planning systems developing spatial planning databases and improving organizational structures within the ministry of environment spatial planning and infrastructure mespi and implementing practical demonstration projects quick-wins to enhance urban cores and public spaces in selected municipalities the project will equip municipalities with the skills to formulate climate-sensitive and compact development projects ultimately leading to more sustainable and resilient urban environments across kosovo as part of the urban development component the program aims to establish a pathway toward sustainable and climate-resilient urban development by leveraging evidence-based tools that support decision-making and reduce natural and climate-related risks in the three partner municipalities prizren gjakova and gjilan a key initiative under this component is the development of disaster risk assessment dra and disaster risk management drm plans for these municipalities this initiative aims to strengthen their capacity to anticipate mitigate and respond to climate-related disasters while enhancing residents well-being through proactive preparedness strategies climate-resilient urban planning and strategic investments in resilient infrastructure tasks to be performed by the contractor the overall objectives of this assignment are the overall objective of this assignment is to enhance the resilience and reduce the vulnerability of the municipalities of gjakova prizren and gjilan to climate related and natural disasters through the development of comprehensive dra and drm plans the contractor is responsible to provide the services as follows - collect and analyse data identifying gaps and additional needs for climate and natural disaster risk assessments this includes analysing climate trends flood risk maps of water basins hydrogeological conditions land use changes infrastructure vulnerabilities socio-economic factors as well as environmental and biodiversity impacts - develop standardized risk assessment methodologies to identify vulnerable communities hazard-prone municipal areas and key economic sectors integrate historical data predictive modelling and scenario-based projections - create risk profiles predictive models and future scenarios to assess the impact of climate and natural hazards use advanced analytical tools to evaluate key parameters such as location intensity frequency and probability - develop high-resolution gis maps to visualize current and projected identifed risk zones including infrastructure vulnerabilities settlement patterns natural resources biodiversity and populations at risk these maps will support urban planning and disaster preparedness and infrastructure investments - facilitate stakeholder engagement through consultations workshops and capacity-building activities to ensure inclusive participation and cross-sectoral coordination - support municipal working groups in drafting local emergency response plans ensuring alignment with national regulations best practices and risk assessment findings - provide guidance to municipal teams enhancing their ability to conduct risk assessments interpret data and implement effective disaster risk management strategies umfang der leistung 160 fee days as well as travel budgetDeadline for receipt of requests to participate 28 08 2025 10 30 Uhr with tender notice no.
