Award of passenger transport services in scheduled bus services in the district of Böblingen, transport area route bundle BB03

The District administration Böblingen in Germany from Europe region has released this tender for The contracting authority is the responsible public transport authority pursuant to Section 8 Paragraph 3 Sentence 1 of the German Passenger Transport Act (PBefG) in conjunction with Section 6 Paragraph 1 of the Baden-Württemberg Public Transport Act (ÖPNVG BW). The following bus services on the listed VVS lines are up for tender: - Line 636 Weissach - Flacht - Perouse - Rutesheim - Renningen - Line 637 Renningen South - Station - Robert Bosch Campus - Malmsheim (- Rutesheim). These bus services are scheduled services that are to be approved in accordance with Section 42 of the Passenger Transport Act (PBefG). The contractor must adhere to the specified timetable, which is attached in Appendix LB.1. Appendices LB.2 and LB.3 contain the relevant planning aids. Please note that an option for Line 637 is included in the tender. This option offers additional services between Renningen Station and the Robert Bosch Campus. Due to the commissioning of the Stuttgart 21 (S21) railway infrastructure project, changes to S-Bahn and/or regional services may occur. Deutsche Bahn has announced a phased commissioning starting in June 2026. The project is scheduled to be completed by December 2031. Therefore, the contractor must review the specified bus timetables for compatibility with the S-Bahn and/or regional train timetables in effect at that time. Any necessary adjustments must be coordinated with the responsible authority and, if applicable, the VVS (Stuttgart Transport Association) in a timely manner and implemented accordingly. The responsible authority has the final decision-making authority. The contracting authority clarifies that the described mechanism constitutes options within the meaning of Section 132 Paragraph 2 Sentence 1 No. 1 of the German Act Against Restraints of Competition (GWB), which allow for a contract amendment without a new tender process in the event of the commissioning of Stuttgart 21, even at a later date.
